   I ordered and payed for a wedding dress through iOffer.  I contacted the seller to give my measurements and details for the order.  They took several days to respond and reassured me in broken english that the delay was due to some computer problems they were having in China.

  A couple of weeks later I tried to contact them with a question and again they did not respond for several days--after I had iOffer contact them.  When they responded and reassured me that everything was going well, I felt OK about everything.  This was about 25 days after I ordered the dress.  I had several months before the wedding, so I was in no big hurry and I figured shipping from China to the Virgin Islands could take some time.

  A few weeks went by and no package.  Again when I attempted to contact the seller, they did not respond to my query about where my dress was.  I contacted iOffer and again had them contact the seller.  No reply after over a week,  so I made a complaint to iOffer, and they said that they have no legal obligation to insure delivery of my product.  They told me to contact PayPal.  PayPal told me that if the order was over 45 days,(it was about 60 days) they could not refund my money.  They also told me to contact iOffer with my complaint.  iOffer had subsequently blocked my e-mail so I had never gotten a chance to have any communications with a human being.  They seem to be protecting the rip off artists that use them as an advertising site.

  The scam is this:  The rip off is in the delays.  They don't respond to you for several days or even weeks while the 45 days is ticking away.  On day 45 they collect their money and walk away scott free.  iOffer refuses to be responsible, PayPal refuses responsibility as well.  Any scammer can advertise on iOffer and rip people off for their hard earned money without repercussion.  I thought PayPal had more integrity and I thought they would protect their reputation more.

   Fortunately this did not ruin my wedding, and I have purchased another dress in time--With my credit card, NOT with PayPal.

   I might use PayPal again someday, if I have to, but it will not be with the same level of comfort I used to have.

   I will never use iOffer and would like to warn everybody to STAY AWAY from iOffer!!!
