J Connect J2 Global Company is circulating/promoting spam fax-mail then charging its customers for "quota overage fees" Internet, California

A fax to email, and business communications service provider

My complaint is centered around the issue of overcharges for spam mail "inbound faxes over the quota" that are entirely unsubstantiated/generated by the said company. It appears as though J Fax et al stands to gain the most profit from spam emails and faxes generated and sent to its own customers, and is acting like they have no duty to protect their own customers from spam abuses. Therefore I suspect that J Fax is themself a culprit who is behind the proliferation of spam blanketing the internet. I have been charged hundreds of dollars by this company for "quota overages" that relate to internet spam, not legitimate internet activity. They are operating under many different names to hide their scam activities. Their staff are acting deaf dumb and blind to sheild this company from having to be accountable. 

Since this company has the most to gain from spam fax mail directed to its customers, causing its customers to be overcharged (over the monthly quota) it should be incumbent upon the company to provide its customers with:
 
1) A spam fax filter option via the account manager (even the FREE Hotmail service has this option!).

2) Greater transparency of origination of spam fax mail to demonstrate that J2 Global Inc. / J2 Global Communications Inc. / JFax is not the originator of such illegal spam.

3) A simplified manner for its customers to complain about numerous/bulk illegal spam (the current complaint requirements are plainly designed by the company to be prohibitive to customers).

4) Conscientious customer service to address "fax quota overcharges".
 
This company has refused to respond to my repeated complaints and is behaving as though it operates above the law. 

I feel that given this companies attitude business such

as J2 Global Inc. / J2 Global Communications Inc. / JFax / J Connect / JConnect should be required by the State of California to obtain a communications type business licence and be regulated by the standards set by the State of California.

Otherwise, such business as J2 Global Inc. / J2 Global Communications Inc. / JFax, etc. might think that they are free to pray upon the public at large, as appears to be the case, giving the State of California a bad name, and that would not be within the best interests of society.

1). This will confirm that I contacted your office on December 15, 2011, to complain about the over quota charges relating to faxes received over the limit.

  Also, I requested that you send me an email containing:

A). An accounting of all such charges that I have paid over the past four years.

B). A reasonable explanation why my free Hotmail account allows me to block spammers (especially from unidentified senders), but my paid subscription to your service does not offer any spam protection whatsoever.

C). A link to the protocol that J2 provisions for complaints about spam faxes.

You only provided me with a link to the J2 porthole for complaining about spam faxes (see below).

2). I have visited the link that you provided and unfortunately:

A). I cannot agree to assign my entire entitlement to claim against spam fax broadcasters to your company. I should have the right to reserve my entitlement to action against such spammers in the event that I am not satisfied with J2 actions.

B). The form used requires many fields of information, this is inconvenient when addressing a multitude of spammers, and should include a Customer ID field to simplify the complaint process.

C). Please provide the full contact information for the regulating authority that I can contact directly regarding the issue of spam faxes.

3). A cursory review of inbound faxes at my account reveals that:

A). Many faxes are unidentified/unknown/unavailable and are in fact spam.

B). The following list of 25 faxes in December 2011, represents 37% of the 68 faxes received during that period that are spam (not including spam voicemails).

C). Since there are only 68 faxes received during the period Dec 1 to Dec 21, why is J2 Global Inc. / J2 Global Communications Inc. /

JFax charging for an overage?

4). A review of charges to my account relating to faxes over the monthly limit (called Monthly Fee on your invoice) reveals that:

A). An amount of over $83.45 for such Monthly Fees have been charged to my credit card since 23/02/10. And perhaps more in previous years.

B). An amount for Current Usage Balance (faxes received over the monthly quota) stands at $22.34.

5). Since J2 Global Inc. / J2 Global Communications Inc. / JFax stands to gain the most from incoming faxes over the monthly quota (150), J2 Global Inc. / J2 Global Communications Inc. / JFax ought to be interested in providing its customers with a transparency/accountability factor to reduce the risk that J2 Global Inc. / J2 Global Communications Inc. / JFax might benefit from payment from fax broadcasts and the quota overages that result from such broadcasts.

Please provide me with a forensic accounting of all such Monthly Fees since I commenced services with your company in 2007. Please provide me with a detailed monthly incoming fax count since 2007. Please explain why I am being billed for an overage when no such overage exists?  Please explain why my account interface can not be configured to permit me to block all unidentified incoming faxes?
