Let me start out by saying; “Beware of James Madison McBride Resource Capital Funding and Joseph Mori of Partnership Care Funding, LLC.  These guys are real pieces of work. They pray on the needs of individual business owners that have and are experiencing financial problems. I actually ‘Contracted” with THEM to provide me a low interest commercial business loan. They state that they also fund existing, expanding or start-up business loan. They KNOWING, they have no intentions of funding your commercial business loan. Predator Lenders

You will read below, I filed multiple complaints to local, state and federal agencies primarily against Mr. Joseph Mori is currently being investigated by the “FBI”, and hopefully Mr. James McBride will be included in this investigation. I am amending my complaint to include him immediately.

On July 1, 2013, I contracted for a $450,000.00 real estate loan. The processing fee was 1% or $4,500 of the loan.  This was a contracted fee obtained through Mr. Steven Sigman.  The fee was paid to Joseph Mori of Partnercare Funding, Wappingers Falls, New York.  The lending documents were processed through James M. McBride of Resource Capital Finance.  After three (3) months of continual delays and bogus excuses from Partnercare Funding not funding the loan, Mr. Steven Sigman disassociated himself from James McBride and Joseph Mori.  Mr. Sigman informed his clients by means of an email that he was no longer participating in the program with the two aforementioned person and entities.

Approximately, two (2) months pasted following Mr. Sigman’s email. I was contacted by James M. McBride. He left me a voicemail message to contact him because he   guaranteed me that would I receive my contracted loan from Partnercare Funding, LLC; that was originally contracted through Mr. Sigman.

I spoke directly Mr. McBride during our conversation he assured me I would get funded.  I informed Mr. McBride of my offer to purchase a multi-family apartment. He suggested I contact the broker (since my offer date had expired) to re-submit an updated offer. I was confident of Mr. McBride and Mr. Mori’s assurance I would be funded. I contacted the listing real estate agent and re-submitted an updated offer. My offer was accepted, the purchase agreement, signed, escrow documents drawn up, escrow numbers assigned, HUD -1 documents, insurance quote, and truth and lending documents signed from Partnercare Funding (submitted to escrow officer) completed and expressed mailed back to Partnercare Funding on November 14, 2012. 

As of August 21, 2013 (372 Days -- or -- 53 Weeks & 1Day) my loan is NOT funded. The multi-family unit purchase by another buyer. As of August 21, 2013, Mr. James Madison McBride assured me my project would still be funded. Only “IF”, I re-track the statement I made “saying that his word and promises are as worthless as a Confederate Dollar (Grayback) at a Texas Cattle Auction”. I told Mr. James McBride, I would not issue and apology and I would post this information on “Ripoff Report” if he failed to fund my project.

It is my personal belief that that Mr. James Madison McBride and Mr. Joseph Mori are in violation of the following:

1)    In violation of multiple acts. Refer to The RICO ACT of 1970.

2)    After the last 12 months, can be charged with RACKETEERING.

3)    He willingly and without respect to your Customers, committed CONSPIRACY.

In addition, I believe Mr. McBride’s actions have indeed involved all five elements of Fraud:

1)    Mr. McBride gave false statements of the material facts.

2)    Mr. McBride had willful knowledge that his statements were untrue.

3)    Mr. McBride had willful intent on the part of Mr. McBride to deceive myself and others.

4)    My justifiable reliance on the false statements of Mr. McBride grandiose about references, and his ability to provide funding for my contract commercial property

5)    I suffered financial, personal, and emotional injury as a result of Mr. McBride’s false statements.

I contacted the Attorney General’s office located in New York City, NY, and have pursued and informed the Attorney General and District Attorney offices in Pennsylvania and Ohio.

Personally, I have suffered a decline in business credibility, at the hands of Mr. McBride and Mr. Mori’s laxity. I contracted with their funding program in June 2012, through Mr. Steven Sigman of Professional Business Funding. Mr. Sigman paid the necessary 1% for me, which I agreed to pay upon receipt of funding. In August 2012, I received correspondence from both McBride and Mori that was to serve as an approval of my entry into their funding program as well as a Letter of Intent to Fund. Mr. McBride assured me that my project was to be funded within 45 days, or a refund was going to be provided.  Neither funding nor a refund was performed. Needless to say, I am not very pleased by this outcome. The agreement to fund had no conditions of performance hence we have prepared to close escrow several times, unsuccessfully, due to Mr. McBride and Mr. Joseph Mori’s failure to perform. This entire situation has been emotionally, financially and physically disturbing and harmful me, my family and clients. The physical and mental anguish that I have suffered is irreparable and simply indescribable. I am simply devastated.

I would highly suggest that both Mr. McBride and Mr. Joseph Mori conduct themselves in a professional manner when it comes to this issue, and most of all resolve anything that is keeping them from funding my contracted project. Their lack of follow-through and failure to fund is becoming increasingly irritating to me, and has caused great stress and harm. I have DEMANDED several times that they perform funding of the contracted loan which THEY have committed to fund.

To Whom It May Concern;

On July 28, 2012, I contracted with Mr. Joseph Mori of Partnercare Funding to provide financing for a 3-plex multi-family apartment in San Bernardino, California. This was a cash fee paid to Mr. Mori in the amount of $4,500 or 1% of $450,000 the purchase price.

I was told the fee would be used by Mr. Joseph Mori, who, contracted with The FUND to purchase Discounted Bank Guarantees when they become available. Mr. Mori never paid the fees for the purchase of these guarantees. The second problem is Mr. Mori failed to place the borrower’s fees in a Depositor’s Bank Account which should have been set-up for the proper accounting and tracking of these fees. I requested that Mr. Mori the refund my deposit to me, which has failed to do so.  On several occasions Mr. Mori informed me that he was trying to borrow the money to pay back the processing fees. Mr. Mori is clearly in legal violation of many truth and lending laws.

Since, Mr. Joseph Mori has failed to secure these FUNDS, his failure to open the Depositor’s Bank Account, and failed to provide any proof he still has the fees.  I have no other option but to seek assistance from various federal, state and local law enforcement agencies.  Additionally, Mr. Mori provided fraudulent lending documents which I give the realtor, seller, escrow officer, insurance company and the loan under writer. You can only imagine the frustration, embarrassment, and time lost waiting since July 29, 2012 for a loan that was NEVER going to happen. Mr. Mori kept this lie going until persons from the Borrower’s Group drove to his office in New York and confronted him about these loans.  At that time and only then did the light of truth start to come on.  I have over 150 email from Mr. Mori and Lori Mattam (Office manager) and Health Conrad (Lori’s Assistant) informing me that Mr. Mori was working diligently to secure funding for my project. Mr. Mori had NEVER used the fees to purchase Discounted Bank Guarantees, he used the fees for his personal use, and “it was all one big LIE”.

Mr. Mori is in legal violations of multiple Fair Lending Policies, which I have outlined below;

1.  You and your firm have are in full violation and guilty of multiple acts. Refer to the RICO ACT OF 1970

2.  You and your company after the last 9 months can be charged with, RACKETEERING

3.  You have willingly and with out respect to your Customer committed, CONSPIRACY

4. IRS tax fraud failure to report of funds obtained from borrowers seeking to secure a loan through Partnercare Funding. Funds, Mr. Mori used for his personal use and not for their intended purpose.


Many attorneys have advised me to contact the Attorney Generals in New York, Pennsylvania and Ohio.

I am really upset after ALL the pain, my reputation and financial hardship Mr. Mori has put me and my wife through.  I just want my fee refunded!! I have contacted multiple federal agencies seeking their assistance in helping me to get my fee from Mr. Joseph Mori, his company and his office staff for all the deception and dishonesty they have done to me and my wife (she is Physically  Disabled).

I have not contacted legal counsel at this time; no court acting pending; no lawsuit pending. My resolution is to be 100% funded for this property ($450,000) or to be 100% financially compensated of lost time and mental anguish in the amount of $500,000. I have a contract with the property seller through a real estate broker to purchase the property since November 7, 2012.

Mr. Joseph Mori issued fraudulent truth in lending statements, the closing Doc’s, the Lending Agreement, these are all real interments issued by a ligament lender or Broker or Agent to their clients, a lending institute Can Not issue a Commitment letter with out Having the funds available.  Mr. Mori has violated any number of federal, state and local laws by issuing these documents.

Mr. Mori and his office staff since July 28, 2012 has emailed me over 195 bogus updates about funding that he “HAS NOT” secured. His actions have destroyed my life!
