Following is the complaint I attempted to email to JC Penney. Their system refused to accept the message, giving no reason why:

"My wife recently purchased a crock pot on sale. It was supposed to come with a $12 rebate.

The Visa card arrived as promised. The card is embossed with "12 dollars". However, it was only good for $10, according to the merchant where we used it (documented with receipts.) At this point, I am prepared to treat this as an honest mistake.

I am not prepared to go to go through a hassle to correct this. I am asking that you credit us the missing $2, and visibly publish on social media information for all recipients who were similarly treated to get credited what they deserve.

Card #: (((REDACTED))) Exp. (((REDACTED)))."

How much time elapsed between the time your wife received the card and you attempted to use it?

In general these "rebate cards" just like some other pre-paid debit gift cards have fees that kick in after a certain amount of time.  These fees can usually be $1-$2 a month until the funds are used up.  So if it has been more than a few months it is very possible this is your case.  The terms you got with the card would have explained all of this.
