I brought my young daughter for services to a JCPenney salon in November 2003. Although I have a regular beautician I regretfully assumed JCPenney Corporation required additional skills/training- so I thought we'd get services from the 'best'.

I set up a CONSULTATION two weeks in advance with one of their best' stylists to see if my child (age 8) could receive the desired service since it involved chemical processing.

I was adamant about her hair remaining healthy and not changing too much since my husband was against the service. I was assured that the service would be successful and brought her in on her appointment.

To cut to the chase... my daughter entered the salon with 20-22 inches of hair that was naturally curly but tightly curled requiring tons of detangler. The service would have made the curls easier to comb.

The result: after the first month her hair started coming out in clumps, which I thought was natural shedding but it progressed to bald spots...so, I brought her back to the salon several times and was advised by a couple of the stylist to purchase additional products. I did.

Finally, I demanded the manager, who offered wash and conditions for a short time but did not want to fully accept responsibility for the hair loss.

My daughter's hair is now 3inches long in some places and 5inches in others. I requested continued treatment until her hair is at least long enough for me to style because I could not afford the maintenance. It was refused, and told to have my child's hair cut into a 'short' style.

We are African American and short haircuts are not appropriate for our little girls, ponytails are... especially little girls that cry weekly from the hair they used to have!

The salon NOW has a form that is used as a release for anyone receiving chemical products which cautions there may be damage to hair skin or scalp or even hair loss. This form was placed BECAUSE of my child... it was not there when I received services... otherwise I would not have gotten it.

The stylist was negligent. I have researched by asking other stylist... even those WITHIN JCPenney salon if they would have approved the service... they said no. They also stated that even if they did... a TEST is required on her hair to see if the product will take because of her already curly hair. Stating it is ROUTINE. The "test" was never mentioned during consultation.

My daughter endures painful braiding of her hair once every three-four weeks with addition of hair to create the illusion of her normal hair length. The braiding cost me $100-150 a session.

The company's insurance is AIG, they offered me a one time $100 for my trouble and to close the case...huh?

No, thanks.

This is not a bad perm situation... it is total hair loss and mental anguish due to neglectful practices that are being covered up now with a form for customers to sign. Had the form been there for me to sign... I would not have risked a chance at hair loss.

I have been told by the stylist in the JCPenney salon (off the record)-in order to get her hair to the point of healthy-natural- normal little girl-ponytails... another 12-18months is required. This is from "their" JCPenney stylist.

Even THEN it won't be close to her length, but I will be able to pull it in ponytails.

I regret everyday that I ever stepped foot in the salon.

I feel like picketing the salon with GIANT pictures of my daughters OR purchasing a billboard with the before and after pictures.

The stylist don't have a CLUE!

They MUST be stopped!

Think twice next time

Hair relaxing is a VERY unsafe way to process hair . . . it is a given fact. You should never have even considered getting your EIGHT year old child's hair relaxed. I also do not agree with the stylist that said it was safe for your daughter. But another thing to consider - those stylists work on commission. Not all do this, but commission sales people often will tell you what you want to hear just to get your sale. You should have obtained a second opinion.

I am a licensed cosmetologist, of 17 years and I have actively worked in salons for 17 years. I recently started employment with a JCPenney Salon in Michigan. I find the stylist I work with, to be very knowledgeable and talented. Just because this happen, doesn't mean all the stylist at the JCPenney Salons aren't competent, experienced and skillful. Some stylist aren't as experienced as others, that doesn't make them a bad stylist. Just to let you know the receptionist don't know about hair, so just because they tell you one stylist is better than another, doesn't mean thats true. A stylist learns the basics in beauty school, just enough to pass the state board. Its up to the stylist to get advance education, to improve their skills.

I will not do any chemicals services on a child's hair until they reach puberty. Because you have the chance of the service either not taking or damaging the hair, either way its not worth the chance. This is something that is usually thought by instructors in beauty school, from their experiences. If its not thought, its learned by experience. Some stylist have to learn this by experience.

I've seen the consent release forms used for years in salons, for all chemical services. When I was in beauty school they used consent release forms. When a chemical service is performed, there is always a chance something can happen. As s stylist, you don't know what a person has on their hair, a consent release form protects a stylist. Most chain salons require consent release forms be signed, its required by their insurance companies.

Why didn't you ask you regular stylist about doing a chemical service on your 8 year old childs hair? You know and trust them with your hair, why wouldn't you trust them with your child's hair. Did your regular stylist advise against the service? I've seen allot of people go elsewhere when they are told a chemical service shouldn't be performed. Do you yourself get relaxers? If you do, then you know what a harsh chemical a relaxer is. Childrens skin is sensitive.

I'm very sorry that this happen to your little girl. I know how traumatic this can be for her. I understand you were trying to make the tangles easier for her. Long hair is hard work. There is no easy way to deal with it. I have allot of clients with long hair. I know most people with long hair, are tender headed. Most little girls with long hair, their mothers keep it braided, to help control tangles, my mom keep mine braided. If its hard to deal with they take their little girls into the salon and have their hair washed and braided. If you can't afford this, then long hair isn't practical.

I go to the jc penney salon quite often and i have my usual stylist do my hair.What i dont understand is; why did you take your 8 year old to a salon that specializes in services for grown women?You cannot expect them to take blame for your neglect of taking her to kiddie salons that specializes in children and teenagers.They also have all the quemicals that you insist on using on your daughter.Besides why would you not even listen to your husband? You should have done your research before you put your poor daughter through all that anguish, and all for what....So she could look pretty to you?I honestly think parents shouldnt even consider perming,coloring or altering a childs apearance just so they can look cute to society and the reason i tell you this is because when i was your daughters age;my mother just like you thought that its cute to get childrens hair done.My mom actually thought it was cute to dye my hair the same color as her and sometimes it went as ridiculous as going to school with my hair color being burgundy!!So i know what its like,i hope you really think about what im trying to explain here......
