 At no time did Kaplan mention that my financial aid would end. I was suddenly told I owed $1900 or I would be dismissed. I didn't have the $1900 so I was dismissed after 4 years and only a few months left. Now I have been emailing and calling trying to consolidate my loans and I'm getting no call back I am being told they are going to take my taxes and that is why I am trying to get this taken care of. I cannot tho because they are not answering or calling me back. I feel like they failed to let me know everything (like financial aid ending) and I also feel I was scammed.

You weren't scammed. You are a victim of your own ignorance.  This is one of the most misunderstood issues with financial aid. First, it is the student's responsibility to know how much aid they are entitled to. That information is available on ever FA website. Second, the consolidation of your loans is certainly possible but it is accomplished through the university.  Get familiar with this website as it has all the answers: https://studentaid.ed.gov/sa/

As for the $1900, Kaplan would have sent you an award letter at the beginning of the semester explaining what aid you would receive and what you would have to pay out of pocket. You may want to review that.
