Kevin Rasher from Modify Law Center  Modify Mortgage Scam Ladera Ranch, California

Beware vulnerable home owners.  Do not trust Kevin Rasher from Modify Law Center for the following reasons:  1) He is not a California Licensed Attorney, 2) He is not HUD approved and 3) He does not get paid by HUD for modifying a mortgage.  Mr. Rasher told us that he was an attorney approved by HUD to modify mortgages (i.e. he told us that is why his web address ends with U.S. which indicates he is nonprofit agency approved by the government).  We were required to pay an escrow of $2450 in a cashiers check to Modify Law Center to help pay for third party costs in modifying our loan. Mr. Rasher told us that the money was required by our bank and that he does not get paid by us. He told us that he instead gets paid by HUD once our mortgage is approved. We only learned months later from HUD that they do not pay attorneys or companies for approvals of loans.

It was only after we paid our escrow that we realized something was very wrong.  We asked for an accounting to show who the third party costs were paid to.  Mr. Rasher has refused to provide us with such an accounting.  He first told us that he sent the money to our lender per their request just to find out from our lender that they never asked for money nor did they ever receive funds from Modify Law Center or Kevin Rasher for our file.  Mr. Rasher told us that he could not provide us with a receipt of our funds wired because he paid our lender with a credit card.  To date, we have no idea where our money is or who the purported title company is that Mr. Rasher used.  Mr. Rasher told us that our lender conducted an appraisal on our house and even sent an email confirming that they have been to our house.  When we asked our lender for the report we were told that they never requested or conducted an appraisal on our home.  Our lender told us that we are victims of a scam.

Mr. Rasher told us within the first 4 weeks that we were approved for a rate reduction on our mortgage.  Per our lender, we have never been approved.  Mr. Rasher could not provide us with an approval letter as he told us that he is a paperless law firm and does not keep approval documentation.  Mr. Rasher not only guaranteed us a mortgage modification, but he also told us to stop making payments on our mortgage.  To date, we have no modification and have incurred late fees and penalties for following his advice.

We have sent numerous emails trying to get a refund for conditions that were never ordered.  Through his replies to our better business bureau complaint we learned for the first time that the escrow funds are non refundable 3rd party fees yet there are no third parties!  He continues to refuse to show a receipt of anything that was ordered.    

After weeks of trying to resolve the issue and get a refund, we learned that Kevin Rasher is not even a licensed California attorney.  Even worse, after speaking directly with HUD we were told that HUD do not pay attorneys based on mortgage modification approvals and that they would never require homeowners to provide escrow upfront.  They told us that they have no record of Kevin Rasher being an approved attorney with them.

Kevin Rasher's lies, deceit, and unauthorized practice of law have caused us much pain, aggravation and a loss of income during a time when we need every penny.  We trusted him because he convinced us that he was an attorney approved by HUD to help homeowners who are facing difficulties.  Dont trust him.  Rather call your Lender and work directly with them.

On May 26, 2016, Kevin Frank RASHER, using the alias of Kevin FOX and Kevin CARTER was arrested by investigators from the Office of the Orange County District Attorney (OCDA) for multiple counts of Grand Theft related to mortgage loan modifications. This investigation has determined Kevin Rasher, deceived homeowners in believing he was an attorney associated with the United States Department of Housing and Urban Development (HUD).

What a load of BS from Kevin Rasher yet again!!! At NO time have we EVER or will we EVER retract our statements about him or his illegal practices. Kevin is a liar, a thief, and a scam artist. He stole our money and to this date has not eturned it. Our lender never received a penny from Kevin and therefore didn't refund us any money. We sued Kevin and won but he filed for bankruptcy in order to avoid paying the several judgments against him.

If you do research on Mr. Rasher you will find that we are one of many judgment creditors.  This

Kevin Rasher is not a LICENSED attorney in California or Florida as he holds himself out to be. His self procalimed title of "senior mitigation attorney" refers to a one-man-show that he runs from a P.O. Box.  His underwriting department that he consistenly refers to does not exist.  And in no way is he affiliated with the government or is he approved by the Department of HUD to negotiate modifications.   He does not help struggling home owners as he proclaims; instead, he takes full advantage of them. You will lose all your money and he will get away with it until his next bankruptcy.  Hopefully you read this before it is too late.

 David Spring from Dania florida has since DELETED his statement / comment . I has shown him that I was always telling the Truth , it was a Lender error . He has been refunded the Money from the Lender , Bank of America . I accept his and his wife ( who also is an attorney ) for Family Law (Divorce lawyer) appology.

They were uninformed an just plan wrong . Its not fair to post negative comments on the web when you dont know the whole truth , The lender was lying in the case. I forgive and forgot. May you all have a blessed outcome.

WOW!!!! Kevin states above that he now gets paid from the US Treasury Dept, not HUD. Which one is it Kevin b/c weve never heard you state that before? Please do yourself a favor and call the California Bar and ask if Kevin Rasher is a licensed attorney in the state of California. Hes not, yet he continues to call himself one in his first rebuttal. Also, please call HUD and ask if Kevin is approved by them. Hes not!! Does this guy know how to tell the truth!!

We have never tried to extort Kevin Rasher, nor are we retaliating against him. We just want our escrow funds returned which we sent to him on the condition that it was to be used for third party fees once our mortgage modification was APPROVED. We acknowledge that Bank of America accidently closed our file. Theres no argument with that. However, according to an email sent to us by Kevin on 11/12/10, Kevin has been paid by someone for our file and hes willing to return our funds if we remove the facts from the web, as seen in his email below.

Dear David, I will leaving the office for a few months , As you might recall my wife is ill with cancer and I will be gone for approx. 3 months . I would like to resolve your issue before I leave. As I stated in prior e mails I would be glad to send back your Retainer fee AND any late Fees you have incurred as a result of your lender losing the file ( Dropping the ball ) . I only ask that you remove the negative comments From the internet as it is not necessary to conduct yourself in that manner. Your lender has done us both wrong, I have since gotten paid on This file ( not from you ) and I would be glad to make things right with you and move on. Please consider this e mail and get back to me As soon as possible.

The interesting part of this email is that Kevin told us from day one that he doesnt get paid unless our modification goes through. So how did he collect on an account that was closed and never approved? We have asked in many emails for an accounting of the third party fees and who the third party is something he has refused to give to us for nearly 8 months. To call us evil shows the type of professionalism he practices with. We have filed numerous complaints against Kevin, including, but not limited to the Better Business Bureau, LinkedIn, and several other websites, only to have it removed by Mr. Rasher. Only after we posted this complaint on Ripoffreport.com (which CAN NOT be removed), did Kevin tell us that he will refund all of our money, including the late fees we incurred because he told us to pay our mortgage late. He is holding our money hostage!!  Please - feel free to contact us since Kevin has violated our client confidentiality by posting our personal information in his responses. We will gladly forward you emails and voicemails from Mr. Rasher substantiating all of our claims.

I cant believe these home owners, David Spring and his wife Cherly- Dene Spring at the address of  S.E. 4th Terr, Dania Florida 33004 Can be such evil people, I am a non profit attorney, getting credit from the U.S. Treasury Dept when these home owners are such rude individuals. They want to bass me and my 8 years in law school due to the fact that Bank of America LOST their file !!! call them at home :954-551-7375 or work 954-818-0022 tell them to complain to the people that deserve this... This ex-client ( David Spring ) and his wife Cheryl -Dene are using extortion tactics and this case is being sent to the F.B.I., I will reserve the right to comment on some of there comments until they are fully prosecuted. As every knows, We work with Hud, the NON- Profit side of Government Modification. The sad side of this complaint is the ex-client is retaliating against me when his Lender ( Bank of America ) has LOST his file.... They think in some odd form, this is my fault??? They have been lied to so badly from their lender , that I am their punching bag. I  as a non profit attorney, helping home owners will not tolerate this public bashing and have filed a formal complaint in court against Mr David Spring and Cheryl -Dene Spring. Defamation of character is a crime, and so is extortion, I will prosecute to the full extent of the law.


There are third party fees that explained in great details BEFORE any funds are collected. If any home owner wants to reduce their mortgage balance, who pays for the appraisal?? The HOME OWNER!!! these are known as third party fees !! wow , so simple to under stand, nothing in life is COMPLETELY FREE People .
