WILLIAM CARLEY HALSEY [#71090], 63, of Oceanside, was suspended for one year, stayed, placed on probation for three years with an actual 30-day suspension and he was ordered to take the MPRE within one year. The suspension took effect June 20, 2010.
Taking into consideration that Halsey successfully completed the State Bar’s lawyer assistance and alternative discipline programs last November, the State Bar Court imposed discipline in a 2005 case in which Halsey failed to maintain funds in a client trust account and misappropriated $42,000 that was supposed to be held in trust in a divorce case.
In mitigation, Halsey was suffering from multiple debilitating medical conditions at the time of the misconduct, had personal and emotional problems and he cooperated with the bar’s investigation. He also paid his client before any threat of disciplinary proceeding. Halsey was privately reproved in 2003 in another case involving his client trust account.

Attorney William Halsey of Oceanside, CA; thief, repeat offender The Supreme Court of California presented Billy with a law license in 1975 after he graduated from California Western School of Law in San Diego. In 2010 the California Bar Court found Billy guilty of misappropriating (aka, stealing) $42,000 from a client trust account that was supposed to be held in trust in a divorce case. In 2003 the Bar Court found Billy guilty in regards to another client trust account. Samo-Samo for Billy Baby! For this misconduct, the enablers for Attorney Misfits on the Bar Court punished Billy by gifting him with a private reproval. Here tell those are like really painful if ya know what I mean! Even though this was Billy’s 2nd Bite at the Attorney Misfit Tree and involved the same misconduct, the Bar Court had the chutzpah to take into account Bill’s claim that he suffered from personal and emotional problems as an excuse for stealing a client’s money. How laughable is this folks? As a consequence of his repeat performance, the apologists on the Bar Court punished Billy by gifting him with a 30-day suspension. What a joke! As we speak (ca. Jan 2012) Billy practices law at 2424 Vista Way in Oceanside, California
