Contractor from Hell

To Whom it may concern,


Let me start my story by telling you a little background on the indivuduals involved....My mom, the sweetest woman known to mankind and Me, her advice seeking daughter..........

Around January, my mom had her home tested for lead through a program sponsored by The R.I. Housing Association ( a subsidiary of H.U.D ). The program was that if your home tested positive, then you would receive a special loan to have the lead removed.

The R.I. Housing Association had 6 - 8 liscenced contractors come down and bid on the job (which was approx. 10,000$)...We chose one...The Housing Auth. said O.K. and work began. To make a long story short, the job has not been not completed, (R.I. housing came down to inspect and the contractor failed the first inspection and still has not completed the outside) He damaged my
great grandmothers table, took it to be refinished and it has not been seen since...Painted around a picture (that's what a "hack" he is), used her dishwasher to clean his tools, spilled silver paint on her quite attractive hardwood floor, (he did not clean it up all so well, good thing he "varnished right over it!)
Broke her shower head off (to the tile, she had to have a plumber come out).......

There are many things that make this situation even worse. Although we have been as diplomatic as possible it has taken a turn for the worse. I don't want him to get away with this. le. She is stuck with damage to her home,(we went out and got an estimate), The house will not pass lead inspection on the outside, and it MUST pass inspection (the only way for my mom to fix that would be to hire ANOTHER state approved contractor and pay to have this done) and most importantly, my mom's dining room table. How do we recover the table and damages to her home?
