Tten it goes on to ask you to sign an autorization for amount to Visa/or Mastercard with billing numbers. It is signed by the above named supposed collection service.
I do not nor never have had an account turned into collection. I think this collection service is part of the scam to obtain small amounts from naive people and also obtain their credit card numbers.
This needs to go to the F.B.I.
