Marlow apartments in Santa Rosa, CA is a rip off. The reason they are a rip off is because sinse I have moved in a little less than a year ago, they have started making each apartment pay for water, sewer, and garbage, taken away our parking spot, and never respond to or fix anything.

One of the main reasons I chose this complex was because water, sewer, and garbage were paid for. Suddenly, that was all changed without notice to my apartment, then when I asked for a copy of the notice, nothing was sent.

So, rather than risk a lein, I finally paid the bills. The unfair part about the bill is that each apartment pays a percent of the overall bill, rather than their individual part. Basicly, I am paying for someone else's laundry, etc. because I certainly don't use the facilities.

Next, the parking situation. We used to have a nice parking spot of our own, now we must fight for spots with everyone's friends, etc. who come and visit. Some nights there are not even any parking spots left. What do I pay for again? Finally, nothing ever gets fixed, I have to continually write letters, call, etc. to try and get anything fixed, funny thing nothing has been fixed properly yet. Thank you

The article dated 3/20/2001 that stated that the Marlow Apartments in Santa Rosa is a rip off was written by someone that did not talk to anyone in our offices.

Our company sends the bills to tenants for their fair share of water, sewer and trash.

First, any change of the lease terms to start the billing, if this tenant was an existing tenant when the billing started, was in writing to the tenants, and more than 60 days prior to any bills being sent out.

Secondly, the owners of the complex decided to implement a billing program to enable the tenants to have some say in future increased costs for those utilities. Many surveys have shown that when tenants see the bills for utilities, they conserve, and reduce that cost.

The common areas such as laundry, irrigation etc. are deducted from any amount billed the tenants, the lease addendum given to each tenant clearly states that.

My last comment is that the tenant that reported this "rip-off" is unaware that there are thousands of tenants in Sonoma County alone that are on similar billing systems, and the community as a whole benefits greatly by the conservation created.
