My husband and I are also "owners" with Monarch Grand Vacations, who have paid in full. We bought our time share ten years ago. We were disappointed at first with the realization that most of what our sales person, a Mr. Jim Preus, said to us was wholly untrue. We persevered and have used some of the resorts mostly to our satisfaction. However our main issue with this company and believe me there are many is as follows.

That the benefit to ownership would "lock" us into a set price, we would avoid the rising cost of travel related expenses due to inflation. Mr. Preus had graphs and charts showing what, at a normal rate of inflation over 10,20,30 years etc. the cost of a one week vacation at a high end hotel would run us. The numbers where of course daunting. He stated that by purchasing with Monarch we would never be subjected to any rising costs. Our cost for vacationing with them would never change.

Now after 10 years we have seen our costs go up by 50%! When we first bought our dues cost $2.50 for every point we owned, and where billed quarterly. We did the math and felt this was a yearly expense that made sense and was still a value for the product.

The bill we received  for Jan.1,2012 shows that we are now being billed $4.25 per point. There have been steady increases over the years but in the last 2 years alone they have raised the dues by 10% and 9% for 2011 &2012. That is 20% in the last two years alone!! At this rate our costs will far exceed whatever inflation could possibly be.

Now I got to really thinking about all of this and re read my contract and honestly cannot find where it is stated that these maintenance costs would be subject to change. I thought a little longer and realized that our maintenance dues are charged based on the points each "owner" has bought. These points are credited to each owner every 2 years. We happen to own 377.

We can use these point in any way within the 2 years, if we fail to use them all we lose them, but at no time can we use 377 each year! However I ashamedly only now realized that we have been paying every Year!! for all 377 points! They have actually been double billing ALL of us for years as well as raising dues that were supposedly locked in!! The math is simple-377 points @ $4.25 =$1602.25  not the $3204.550 that we will have paid them over the next 2 years as they would like. $1602.25 should be the cost for 2 years of dues, not every year! At their reasoning the cost per point is $8.50!

I have contacted the owner services department  to ask for a valid explanation of this as well as an expense report and reason for such a huge increase and get nothing but stock, pat responses from individuals who are nothing more than phone jockeys who have no real information and no authority.

I even offered to pay the the $1602.25 in FULL as long as I didn't see another bill for 2 years. and they would not accept that. I even asked to simply be let Out of the contract, no reimbursement for the purchase. As owners paid in full I couldn't see why they would refused this but they did on the grounds that they are not a "resale" company. HAH ! By selling the same time and space to multiple owners that in effect makes them "resellers" by definition.

We found out our only recourse is to send a letter to the Board of Directors, but that they only meet Once a Year! Convenient. I have contacted an attorney to address this issue of double payment and unregulated increases. I would welcome anyone who wishes to follow suit and perhaps get a class action going.
