EMC is intententionally dragging their feet on providing me with a payoff letter so I can refinance my mortgage with a non-predatory lender. They are trying to force me to pay their userous rates for as long as they can by not giving me what is rightfully owed.

Don't do business with these people. Even if you make on-time payments like I have, they will still find a way to rip you off.

Go ahead and start with a new lender

Go ahead and pick a new lender that will refinance you. As part of the process, the title company assigned by the new lender will request a payoff demand from EMC. They MUST comply within 30 days.

Let the new title company and new lender be responsible for getting the payoff demand. They will likely have better results than you will.
