motobuys.com mso and bill of sale never received west hills California

i ordered a roma 150 cc on feb.16,2014. i recieved the unit in 5 days in great condition i must say. a day after i recieve the bike i called and requested for the mso and bill of sale as they ask you to do.( i did that).i wait the 7 to ten days. no paper work. i send an email- they say we requested a dupilcate and it takes 7 to 10 days. ok i wait again. still no sight of the paper work. keep in mind this bike has to be registered and without those papers it caint be.march 12,2014 i send an email- they say it was put in the mail 3 days ago.which would have been the 9th a sunday  so then i called motobuys and asked to speak to the manager the guy informed me that he was indeed the manager.i asked about the mso and bill of sale and he( the manager) himself said i personally put that in the mail 3 days ago.it is now march 19,2014 and still no paper work.  this company will sell you something quick, ship it to you fast but after that your pretty much out of luck for the paper work unless a class action lawsuit comes up for this company.
