NCO Financial Systems ripoff Horsham Pennsylvania

I am writing to let people know NOT to deal with NCO Financial Systems in any way, shape or form. My roommate settled a bill for 50% of what was owed in the amount of $581.00 back in November of 2004 and now she is being harassed by another collection agency for the same bill. She requested to have a paid in full letter sent to her which wasn't. She was told they would send her one if she paid the settlement right away.

Now all she has is her credit card statement showing the amount was charged on her card but the NEW agency is saying that is not proof enough and that she still owes the other half. My roommate has perfect credit and now this is detrimental to her and her credit rating and score. We contacted NCO and to no avail we talked to 6 different departments and 6 different people all the way to the credit bureau department and was told they had no record of this at all. Now we don't know what to do we paid this company in good faith and was told we would get a paid in full letter and this would settle the account in full.

We are at a loss as to what to do now. We hope someone out there may have a suggestion for us. My roommate did file a complaint with the FTC and she is filing a complaint to the State Banking Department in our state. My rooommate feels very harmed by the actions of NCO and would like to be compensated for that because she feels they are reporting false information to the credit bureaus.
