For 5 months now the New Tropicana Estates Mobile Home Park in Las Vegas Nevada tenant's have been in the dark. Because the Park's Owner's and Management installed 30 plus non-permitted Street Lights, with faulty hazardous wiring throughout the park.
The primary problem here is how could the park have a Master Meter for the 30 plus non-permitted Street Lights in which to regulate and generate a separate utility bill for the parks common area street light usage, when Nevada Power doesn't even know the Street Lights exists!
So, I don't quite understand how the Park was paying the common area street light monthly cost. If the 30 plus non-permitted Street Lights were connected directly to its residents Private NV Energy Service Panels?
This is properly why the Clark County Code Enforcement Inspector Micheal Hymer issued the Park 2 Code Violations one on August 14, 2013 and another on October 13, 213. [continued below]....
Retailation against began immediately after every 24 hrs I was receiving some kind of complaint or notice. First there was the Nusiance Complaint then Notices of Lien this went on and on until they successfully wronfully evicted me on December 11, 2013 for demanding that the park Abate by rent for failure to provide Common Area Utilities of Street Lights.
And for placing my life in jeopary by installing and illegal fragmented bare electical connection in my backyard to illuminate 4 Street Lights in a 2 block radius.
Southern Nevada Dept. of Health Investigator Nignacio Leycegui placed the park on notice for safety hazards, for lack of street lights Notice No.CO0048163 email: environmental firstname.lastname@example.org.
However, the residents of the park have been without Street Lights since September 18, 2013. There has been no effort on behalf of the Park's Owners or Management to rectify the situation.
The Parks one attempt to correct the electrical wiring safety hazard at the primary location of the hazardous electrical wiring connection, was in my backyard unit #378.
These repairs ended abruptly because they too also failed to pass the Clark County Code EnforcementInspector Micheal Hymer National Electrical Code Standards for GFCI connections. And Clark County Code Enforce had them to remove the new corrective repairs also and remove all of it electrical components.
Since this time the residents have been subjected to uninhabitable unsafe living conditions.
The Park's Owner's and Management Breached the Landlord Tenant Act of 1951 Section 250.502-A Landlords Duties to:"electrical ,air conditioning, emergency lighting, audio, visual signals, fire sprinklers, smoke detectors, fire walls and 'means of egress required by law for the protection of human life and safety.
To date the City of Nevada has done very little to aide the residents of the New Tropicana Estate Mobile Home Park, other than allow them to remain in the dark for 5 months.
No mandate for the Parks Owner's and Management to install Emergency Lighting.
Nor has Nevada Department of Manufactured Housing Dee AughdalCompliance Investigator II decree and Retroactive Abatement for the tenants space rent. For the Parks Owners and Management Breaching Section 5.1 of the Landlord Tenant Agreement Utilities and Other Charges Payable as Rent and NRS118b.153 Reduction of Rent upon decrease or elimination of service, utility or amenity,email contact Itvegas@mhd.state.nv.us.
The Nevada Water District was also notice placed on notice about the water quality coming into the park.
And if that doesn't work the Clark County Department of Code Enforcement has the power to declare the Park a "Public Nuisance" in accordance with 11.06.070 at fines of $1,000.00 per day until the Street Lights are restore to working capacity.
The most appropiate solution to this problem would be for the State of Nevada to take control over the park management and maintenace or just condem the entire park.
That would'nt be a streght considering its current state of disrepair and blight conditions.
That would certainly light a fire under the Parks Owner's and Management behinds to at least provide its residents with a Temporary Lightening source or to move forward with the necessary repairs.
So where's a good Civil Rights, Landlord Tenant Attorney when the taxpaying citizens really need one.
These people are wrong as two left shoes and the State of Nevada is willfully allowing them to abuse and mistreat the residents of the park.
Its deplorable the manner in with the State has addressed the problem therefore I believe it would be best that the you get involved in order to sheild myself and other from any further abuse by the State or the New Tropicana Estates Mobile Home Park and or its Management.
