Do  not buy a home within this community. Despite the pretty ambiance, the homes are poorly constructed and the association which presides over them is profoundly corrupt.
 
The Homeowner Association is situated near a former prison and has had, at least up until recently, a Fairfax County police bureau located on its premises. What this means is two things. One, the HOA backs vigilante activity and will work with police to target homeowners.
 
If you are targeted, you will find your property vandalized being vandalized for years while you are being criminally stalked by drunks/drug addicts who reside here. The HOA will mysteriously feign ignorance about the activity and even extol the virtues of the stalker while claiming not to be able to do anything about the attacks. (Covenants affirm the HOA can do plenty, but management conveniently ignores them.)
 
The HOA will then recommend you call the police who somehow never seem to apprehend the criminals or make excuses for their conduct while they continue to terrorize the community.
 
It is unknown whether the police are bribed or receive financial support from the HOA. After you call police to enlist their help in protecting you from vigilante activity here (yes, the HOA works in tandem with vigilantes), they will call you to request money and will not take no for an answer. Police will even offer a payment (protection) plan to accommodate your contributions to them.
 
The association is represented by Rees Broome, a firm which is politically connected and extremely corrupt. Among the attorneys, who represent this association are,  Kim O'Halloran and Courtney Harden. O'Halloran was recently elected President of the Washington Metropolitan Chapter of the Community Association Institute, which is essentially a lobbying shop, that raises money for political candidates, promotes legislation which can benefit their clients (homeowners association and vendors). The group also facilitates networking among HOAs, enabling those who abuse their power to consolidate more of it within their own hands.
 
This association will target individual homeowners, regardless of whether their homes have violated covenants. Often homes that have covenant violations are given a free ride whereas homes maintained in mint condition will be targeted. Why the latter? Often as the HOA will conclude you are wealthier (many poor people live within this community. Well healed residents are shaken down for their money.)
 
A targeted individuals will find him/herself deluged with nonsensical letters from the HOA alleging covenant violations. You will not be able to address them because in many cases the violations are simply manufactured, exaggerated, or are now even covenant violations.  Often the citations are frivolous.  The HOA will even work with vigilantes to have your property destroyed further to manufacture issues or create grounds for their shake down.
 
The HOA will then enlist Rees Broome to prosecute you. You will not be able to address the issues, as once you are targeted, the HOA will not even acknowledge any efforts to address them. Instead, the office will deluge you with demand letters, for money, backed by Rees Broome, which will pad its bills for thousands of dollars for something as innocuous as "we found a blade of grass on your property that was pointing in the wrong direction and therefore makes your yard look untidy."
 
According to the covenants, the HOA is required to bring you before the Board to address the issues, or respond to trumped up citations, which they often are. However, as the Board will tell you, despite covenant violations imbuing them with the power to determine violations, the determination is made by Rees Broome independent of proof or validity. It's a violation because they say it is or want money to prosecute it.
 
In the process, RB will run up thousands of dollars in fees over manufactured infractions, often for work not even performed. You will have to expend thousands on your own lawyers to even have a chance of fighting the frivolous charges, and even then the HOA will turn around and make you pay for their lawyer fees as well, absent a court judgment. So, you wind up paying legal fees for both, even though the matter has never gone before a judge, and even though the Rees Broome has padded its bills for work it did not even perform.
 
Furthermore, Rees Broome will not even listen to opposing counsel. Instead they will steam roll over you, to shake you down for money. The more money you have, the greater the target you will be. They will not listen to reason nor follow the laws or covenants. They will just aggressively demand the money and then flood your mailbox with demand letters until they get it, regardless of whether your house even has any citations.
 
As stated, covenants need not be violated. The HOA need only have an issue with it or have an eye for your wallet.
 
They firm will further file false liens against your property, which will amount to double what was asked for originally, They will violate covenants and laws in the filing of those liens. If you try to bring the illegality to the attention of the firm's management or mention the covenant violations, the partners will back up the unlawful/unethical conduct of the Partners.
 
When you go to file litigation to recover their ill gotten gain, the law firm, which engaged in the fraud, will enlist the attorneys at an insurance company, Nationwide, which has billions of dollars at its disposal and a phenomenal level of political influence within the community, state, and federal governments, to engage you.
 
The HOA/Rees Broome, which has aggressively shaken you down for your money and exhausted your financial resources through their abuse, frivolous campaigns, and unlawful conduct, will not and cannot be held responsible or what they do.  Nor will they ever have to refund the money they unlawfully seized as you will now be up against Nationwide, which will protect their ill gotten gain.
 
This Community is extremely corrupt as is its representation. They will arrogantly shake down unsuspecting, innocent homeowners for substantial amounts of cash - literally, tens of thousands of dollars. They are extremely greedy and corrupt and have political influence and have established a mechanism to exploit their power within the community against homeowners in order to enrich themselves.  They will further enlist vigilantes to target, harass, stalk, vandalize your property and make your life miserable if you dare challenge their corrupt practices.
 
Do not buy a home here. And if you find yourself being targeted, file a complaint immediately with the  Department of Professional and Occupational Regulation and the Virginia state Bar. Do not engage the HOA itself, as it will be a waste of time.The association is too corrupt to care about following covenants or the devastation their wonton activities inflict on others. They abuse power within abandon. Rees Broome flagrantly flouts the law and covenants and will not even acknowledge this fact when opposing counsel points it out. Instead, they will steam roll over you and then dare you to challenge them, knowing they receive backing from political insiders and Nationwide insurance, which will be enlisted to abuse you further.
