I purchased Norvax in September of 2013. The salesman told me there was a one-time setup fee and a monthly fee. He didn't say anything about a non-cancellable annual contract.

At the time, defined-contribution plans were still available on a pre-tax basis and were poised to be a good option for companies. IRS Notice 2013-54 took made the plans taxable. Also, individuals who applied using Norvax were not credited to me because the Exchange consistently lost my broker information. 

At the end of Open Enrollment, I asked to pause the service since I had no more use for it, and Norvax told me that the contract is non-cancellable. If I cancel it, I still owe for the whole year.

Even though I purchased the service under premise that the applications would be credited to me (they're not) and that defined contribution plans were a viable option (they were in September), they would not consider allowing me out of the contract.. [continued below]....


It may not be their fault that their product doesn't work as advertised by crediting the broker, they're taking no responsibility for the quality of the product. They're product doesn't work but they won't allow me out of the contract.

It's my fault for not reading the whole contract (on page three of the six page contract it explains their termination policy saying the user is resposible for the whole year). But the salesman made no effort to explain that unusual element of their policy, and now that the service doesn't credit the broker, they won't allow me out of the contract.
