Oceanview Resident I purchased the condo in xx Collins Ave in 2015 and was assigned the parking space #622-B. Later, I asked to reassign me a different parking spot on lower level under the roof to avoid a sun-damage of my car, they assign me parking spot #407-B. I was busy remodeling my unit for few months and no one was occupying it, so no one parked on that spot. Few months later, I arrived and found that my parking spot 407-B was temporarily assigned to a different unit with car parking there. I addressed the issue and Louise Paradiso, the manager gave me a temporarily solution/parking 236-B. Few weeks passed by and I decided to sell my condo. Buyer came to the association office for the interview day of closing and was told by Louise Paradiso, the manager that my unit has no parking. She told them if they want a parking space, they have to sue developer who did a condo conversation 15 years ago. Buyer walked away from closing table as of course, no one will buy a condo with no parking. My attorney and I reviewed all documents: 1) This condo was resold 3 times since 2005 and I am sure people had cars to park. 2) Accordingly to Condo Documents association has to assign to parking spot. Louise Paradiso, the manager is refusing all the fact and keep saying that I have to sue the developer. That makes no sense. I start speaking to other condo owners and they told many stories how terrible this management is and how they try to get some cash out of tenants and owners. That is not right. Oceanview B Sunny Isles Beach Rip Off Report - Parking

I like to add more details and facts to my report. 

I bought the condo in 2015. The condo was in terrible condition all original from 1972 (the year building it was built).  I paid close to $200,000 including commission, attorney, and closing fee. I completed Remodeling: new kitchen, appliances, flooring, painting, electrical, plumbing, etc. the cost approx. $48,000. It took me over one year to complete all work. I was satisfied with the way it turned out. Hard work, a lot of money spent, however, beautiful condo that I can be proud. Back in 2015 about 4-5 days before closing, I received my condo association approval letter along with a document that showed my assigned parking number 450 which is recorded in the public book of records. The day of closing I came back to Association office, and they gave me a car sticker with assigned parking #622, Marietta Gangi, Office Coordinator, asked me if I am okay to park there for the time while I am remodeling and do not occupy the unit. She told me that even so document reads parking spot recorded #450, no one follows that and Association usually assigned any parking which is available. "Sure" I answer, I like to be flexible and cooperate if asked, especially being a new person in the building. After remodeling was complete and I was ready to move into my beautiful condo, I came back to the Association office and spoke with Marietta Gangi again, asked her to give me a parking which is not under the sun, upper floor, as it will sun-damage my car. I told her that #450 would be sufficient, however, she gave me spot #407. Couple weeks later I moved in and learned that my parking spot #407 has been reassigned to a different unit, at this time, Marietta Gangi, Office Coordinator was no longer working there and I asked someone with higher position resolving my issue, end up dealing with Louise Paradiso, LCAM  Administration Manager Oceanview Building B Condominium Association, Inc. 305-466-2757 propertyadministrator@oceanview-b.com . Louise Paradiso took the matter into her hands, giving me a "temporary" parking space #236, however, informing me that technically I do not have a parking space in the building and must discuss my parking situation with a Developer who did a condo conversion in 2005, and by mistake assigned same parking space #450 to two different units: 709 & 605. She explained to me that my temporary parking good only for a few days and after that, she does not care where I park. Louise Paradiso advise me: it is not Association Problem, and they absolutely will do nothing to resolve.

In the mean time, I got a call from someone who wants to buy my beautiful condo, they loved what I did with remodeling and it will be their Dream Retirement. I decided to accept their offer. Discussing my parking issue almost daily with Louise Paradiso, on Monday, August 7th, two days before my closing with the Buyer Louise Paradiso told me she might found a solution, and I shall set up a closing for Wednesday afternoon, two days later. HOWEVER, that Wednesday, August 9th, Louise Paradiso, Administrative Manager told my Buyer during the interview they will have No Parking Space if they buy my unit. She told them they would have to deal legally with the Developer from 2005. Buyer walked away as no one will purchase the unit with no parking space assigned. 

Lucky for me, on Thursday, August 10th Association had a meeting with all condo owners. President of the Association was there, and I was able to address my parking issue in the presence of 35-40 condo owners. All people in the room agreed that I am a condo owner entitled to a one parking space accordingly to Association Declaration. The President of the condo association mentioned that condo Association has 122 unassigned parking spaces which are rented, and 8 of these 122 parking spaces are still available for rent. Even so, it was a perfect sense that I am entitled to a parking space, and I do not need to get into a legal battle with a developer from 2005, President of Association Louis Lafaurie said: "I agree you are entitled to have a parking space." I asked what number my parking space will you assign to my unit, his respond: "None, Association will not get involve, you have to resolve this issue with the Developer"

Here I am, with my condo that I worked so hard to purchased and even more difficult to make is absolutely beautiful with No parking, which makes this condo not possible to sell, rent or frankly occupies unless I am willing to pay $5.00 per day for valet parking. How is that happen? My attorney told me if I go to legal battle with Association, it may cost me $100,000 in legal fees and 2-3 years time frame. Per documents, I bought a unit with one parking spot, in reality, the association is refusing to assign me one. The condo was resold 3 times since 2005 and I am sure every occupant had a car to park.
