Paypal is not interested in helping the business owner. It allows buyers to screw you by pretending not to receive their item. If they paid by paypal, you are forced to refund their money. I offer ALL my customers optional insurance on packages so the post office will refund their money if they don't deliver. Customers can refuse the insurance and paypal will force me (the seller) to reimburse. I have been dealing with a nasty customer. I am 99 percent sure he received his merchandise, but he told paypal he didn't. They are forcing me to refund.

Since my last suggestion I've discovered cases where PayPal have still forced sellers to refund EVEN WHEN THEY HAD EVIDENCE THAT THE ITEM WAS DELIVERED AND FEEDBACK LEFT. This being so nullifies my suggestion that you could safeguard yourself by adding tracking to each transaction.
However, I'd still do it because the vast majority of people would not be stupid enough to rip you off knowing that evidence of delivery is available.

PayPal sucks. But, by adding the cost of tracking to each transaction you may be able to prevent being screwed the same way in the future? The cost is negligible and easily included in the total shipping expense and you can even make that mention in your auctions as an additional selling feature.
Let's assume the buyer in your case is a fraud, OK? What would PayPal's approach be should he ever file another dispute for another non-delivery? Would they blindly force the same situation on the other seller as they did with you? Or would they be smart enough to dig a litte deeper?
I've just discovered PayPal refuses to discuss proceedural matters. Indeed, in my case (See: PayPal Encourages criminal activity - Refuses to divulge ID of fraudster Ripoff San Jose California #250670) they steadfastly refuse to provide the details of the fraudster because he is a PayPal customer, even though he tried to defraud me, another PayPal customer. Clearly, PayPal actually supports fraud by encouraging it rather than by discouraging it. I'm fast reaching the point wherby I'm likely to cancel my account with them.
