We are a small business in Dallas, Texas.  We just received our electricity bill from Bounce Energy, and noticed that we have 2 separate billing statements for February.  One billing statement is for 30 days From 01/31/2012 to 02/29/2012 (29 days in the billing cycle).  The other billing statement is from 02/29/2012 to 03/01/2012 (1 day in the billing cycle).  The first billing cycle for 20 days is $590.34, which is very average for our energy usage.  The second, ONE day billing cycle is $267.95.  a total charge for me to pay $858.29 for the month of February.  I have brought my concern to Bounce Energy, which directed me to Oncor Energy recurring charges, and there is nothing they can do about it.  The gentleman at Bounce Energy told me that they will dispute the charge (that is really a charge for installation of the new "Smart Meter"), but he has never seen Oncor take the charge off.

We are in an area of Dallas that HAS to get energy from Oncor.  When I called Oncor, they informed me that they have nothing to do with the charges to me - which is absolutely correct.  Oncor bills Bounce Energy, and Bounce Energy passes those charges on to me.  Bounce Energy is disputing them for me, but informed me the likelihood of them getting dropped is almost impossible.  So now I'm left with paying $858.29 for the month of February, and turning in a complaint to the Public Utility Commission of Texas (PUC).  And I'm incredibly apologetic to have such a negative attitude towards a government agency, but as a small business owner, I've had nothing but lackluster attitudes in dealing with any government employee - even when I attempt any genuine & thankful approach.  If I treated my customers they way the Oncor or State employees treated me - I would be out of business.
