Orange Police Department Police Dispatcher I noticed a chihuahua loced in a hot car on 3/13/2015 at 5:45 PM behind the Walmart, I took a picture of the dog, and proceeded with my shopping. After I was done, and loaded my groceries I noticed the car was still parked there. I decided to call the police since the dog was showing signs of distress earlier. The dispatcher I spoke to was rude and stated that all available police units were busy with a traffic collision. She stated that the owner coukd have taken the dog for a walk, and since I could no longer visually see the dog, I had no proof the dog was still located in the car. The windows were still cracked opened, and it was obvious nobody had been back to the car. I was more angry because there were to cop cruisers that were illegally parked in front of the gym I had worked out at a hour previously. Orange California

On March 13, 2015, I parked behind the Wal-Mart and shopping mall in Orange, CA. I notice a black Kia car, with tinted windows, the side windows were rolled down a half a inch. Inside this vehicle was a small chihuahua panting frantically. I snapped a picture of the dog, and headed into the Wal-Mart to do my shopping. I stupidly gave the owner of the dog the benefit of the doubt. It was a warm day, I could not imagine anyone forcing their animal to spend a great amount of time in a over heated car. I thought they just had a quick errand in the mall.

I returned, and unloaded my groceries,  and noticed the car was still parked in the same place. I looked for mall security, and found nobody. I decided to call police. The Orange Police Dispatcher I spoke to was rude, showed no concern for the poor dog trapped in the car, and in my opinion, had ice in her veins and a black hole where her heart should be. I explain the situation, and how long that I was aware the dog had been in the car. I could no longer see the pup. She told me the owners could have taken the dog for a walk, and it was cooling down so the dog would be fine. The dog was small, and could easily hide under the seats, and the windows were tinted. She explained all the cops were busy with a collision, and could not assist me. She was not the least bit helpful on how to resolve this, or anything. She hung up on me.

There is no excuse for this behaviour,  not fo mention she is a liar! There were the two cops still illegally parked in front of the gym, at the same mall. I guess it was to much work for the ice queen to contact one of these officers to help me with this poor dog. I think she should be terminated from her job. She lacks compassion, empathy, and a heart and a soul.

Wow..you took a picture

AUTHOR: Robert - (USA)

You see this dog that you admit is already in "distress".  And it wasn't a "warm" day it was downright HOT.  With the outside temperature around 90 at that time, it was probably 120-140 degrees in the car(if it was in the sun).  Again what did you do to save this dog?  You took a picture...that's right a picture.  Why did you do that?  It wasn't obviously to go inside of Walmart to show their security people, it wasn't to contact the Orange Mall Security.  Did you figure that if you came back out and it was dead you could show who ever showed up the condition you saw the dog in?  No, apparently it must have just been for your jollies because as soon as you took it you went inside of Walmart to do your shopping.

But then you come out and notice the car is still parked in the same place, yet you can no longer see the dog.  So what do you do?  You call the police.  They of course ask you if the dog is still in the car and you say that you can't see the dog.  You are then somewhat surprised about her reaction.  Really?  Oh...now I get it. You took the picture before, just in case you came back and the dog was gone you would have proof that there was a dog in there at one time.

So of course the dispatcher is going to put a priority on your call, and when your call is "Well there was a dog in there at one time but I don't know if it is still in there"  Is going to be a lot lower priority than a traffic collision.

By the way if their were two officers parked "illegally", and they were still there.  Why when the dispatcher hung up on you did you not personally go to them and let them know?  Should I take a guess and figure that getting your groceries home was a bit more important than helping a dog that is most likely not even in the car?

No, there is definatly more to this "report" than you are saying, as right now you look like nothing more than some "busy body".  Oh and NO I do not work for Walmart, anyone at the Orange Mall, or have any relation to anyone in Law Enforcement.  However, I am very familar with the exact location you are talking about.
