Here is another bad web hosting provider... I thought things would get better if I signed with them.

I have so many tickets with them about everything that went wrong. Support chat sucks big time and take too long for response.

Now I got hit with a fine for spamming when I know I did not spam anyone. Either I pay the fine or ruin my websites' reputation and lose visitors. They put me in a vulnerable state so it look like I have to pay the fine and shop somewhere else so I won't be falsely accuse of spamming. I would not risk my company of that activity.

They have not provided specific proof of spamming. I asked if it was in an email format or something else. All I got was a "copy and paste" text from their policy which didn't answer my question at all. But first they indicated it may be a malicious code in my script. How could a script send emails without access to my email account on the server-side.

Unsatisfied victim. I should have did my research before I got their service.

This particular customer was sending out spam to various emails. As a result he flagged one of our mailserver IPs as blacklisted and to ensure that the affect to our other customers were minimized we had to suspend the account. Since issues like this affect our other customers, as well it is a violation of our Terms of Service, we charge a $25 fee to go in there, stop the spam script, pay for the IP to be removed from the blacklist (which can cost us in upwards of $100) and then unsuspend the account, so a $25 fee isn't asking for much. Our investigations are very thorough and this customer was not 'falsely suspended' as we attach evidence of the spamming in an email we send to the customer. This is the same type of policy you will find at every hosting company, spamming is and will not be tolerated and you will not find any hosting company out there who will let the customer to continue to spam, unless you signup with a shady, overseas "spamming allowed" type hosting.
