In South Africa, there is one official reseller of PADI products, there is a massive price difference that Independant/ freelance instructors pay for PADI products, and what dive shops pay, for a product that cost the same to bring into the country.

Independant instructors in a way subsidise the profit margin for dive shops, giving dive shops a unfair advantage when marketing th same product.

PADI international, not only knows about this, but actively incourages this practise, to in some way force you to open a PADI resort to get fair pricing.

Based on this statement one could figure that the "independent" instructor sells less than the dive shop. 

It is standard in business to give better price breaks to companies that are selling more of their products.  Perhaps you can see this if you look at it from the retail level.   Say you have a customer who wants to buy 10,000 regulators.  Are you going to charge them the same price per regulator as someone who wants to buy one?  Because if you say yes, they will go somewhere else and find someone who will give them a "price break".

This "unfair advantage" argument is the exact same argument that people use against Mega stores such as Walmart.  But smaller stores still survive by adapting, such as giving them things that these stores don't.  Such as more personal customer service, shorter lines, less crowded aisles..etc.
