1. On 22 February 2013 I withdrew USD500 and on 9 January 2014 I withdrew USD383.60 from my PayPal account to be transferred to my current account which is held with a bank in UAE ie outside of USA.

2. On both occasions the funds never made it to my bank account

3. I contacted on numerous occasions via phone, fax, and email PayPal customer service to inform the funds had not reached my account and asking PayPal to help me trace the funds or reverse the funds into my PayPal account

4. PayPal staff in response to each of my correspondence gave me an "Acquirer Reference Number" which my bank located in UAE cannot use to trace international funds transfers. I have stated in each of my subsequent correspondence with PayPal that the Acquirer Reference Number is of no use to my bank as they cannot use this information to trace international funds transfer.

5. My bank instead requires PayPal to provide a "MT103 Swift" message which is very common and a simple call from a PayPal accountant to their bank would have secured this reference and helped my bank to locate the funds. 

6. Despite repeated requests PayPal never provided me with the MT103 Swift message and instead consistently gives me the Acquirer Reference number although the first thing i mention is that my bank cannot use this to trace anything

7. PayPal is unwilling to provide me with the MT103 Swift message which is the only way my bank can trace the funds and PayPal is unwilling to trace the funds using their own VERY USEFUL Acquirer Reference number to trace the funds to at least put back into my PayPal account

8.It seems to me that despite all parties (PayPal Inc and myself) clearly speaking English/the same language and the request being a VERY simple one it is truly shocking that after 1 year the issue is still not resolved

Aside from USD883.60 which has been floating somewhere..most likely back to PayPal's coffers I have spent a large sum in international calls trying to get through to their unhelpful and untrained customer service agents.

My simple request to PayPal was to give me a simple reference so my bank can trace the 2 missing funds or alternatively PayPal can use their very useful Acquirer Reference Number to trace the funds and put back on my PayPal account.
