Gogoer and MMOmart are offshore companies that make their living signing up kids with little more information than a phone number to charge someone's Paypal account.This permits thieves to get the information from naive kids playing RuneScape and charge the kids' parent's Paypal account.

Gogoer and MMOmart will not even give their address out and they will not work to stop this fraud. Instead, they encourage it by refusing to release information to catch the thieves Paypal doesn't bother to verify any complaints against these companies and, instead, automatically denies claims.

If Gogoer and MMOmart were American companies, they'd have to abide by U.S. law, but they aren't so they get away with this fraud. Paypal, because it is largely unregulated, can rip off its customers with impunity.
