Paypal Ripoff never sent notice to my bank of a cancelled payment, causing an insufficient funds situation, then wrecklessly charged me with insufficient funds, along with a strikeagainst my account. Internet

I accidentally sent $206.50 to the wrong e-mail address. Upon discovery, I immediately cancelled payment. My bank wasn't notified and sent the money out anyway. I sent $206.50 to the correct address as well as $233.86 to an item won at auction. In short, it caused an insufficient funds situation, in which Paypal wrecklessly withdrew fees from my account and gave my account a strike.

I agree with you on most of it, however, even if it is sent through credit card, a similar problem would exist, although no 'overdraft' charges would have happened.
When sending the money via Paypal, they will put the credit hold on your account for the amount immediately. In the case of a check card, this freezes money in your account, on a credit card, it decreases your available credit. So, either way, you're out the money. Kinda, sorta. I ran into this problem where someone accidentally declined one of my payments, and I told them they'd have to wait for me to resend until the funds were released. Takes about 2 business days.
So, I mostly agree with you, but technically...
As for the overdraft charges.. Fault of the OP, not Paypal.

You made the mistake of sending money to the wrong address (not paypal's fault)
If you paid by direct withdrawal from your acount, then, unlike credit cards, it will take 7-10 business days to "refund" your accidental purchase (again, not paypal's fault)
You should have contacted seller to let them know that the payment was sent to the wrong email address and to ask if they could wait till paypal reverses the transaction.
If you had paid by Credit Card instead, none of this would be a problem.
Sorry, paypal is not to blame.
