An 11-year-old created a PayPal account and attached his parents' credit card to said account, and proceeded to send a $20.00 USD "donation" to an individual (a donation, really?). After realizing what transpired, he was punished, the PayPal account password was changed, and PayPal was contacted to reverse the charge and cancel the account. PayPal responded stating insufficient evidence, so they are not going to issue a refund or cancel the PayPal account--created by an 11-year-old!

PayPal has held the funds in a purgatory, but they won't refund that fraudulently sent money.

No RipOff at least with PayPal..

So an 11-Year old finds out your password and is able to use PayPal to make a donation.  Of course it is automatically PayPal's fault because they are supposed to automatically know that it was in fact an 11-Year old who did this.  Believe me this would not be the first time an "adult" blamed it on their "kids".  This is actually the new "The Dog Ate My Homework" excuse.  This is why they will probably not credit it back.


Now, hopefully this punishment included the Child paying you back for the money that they stole.  Cleaning the House or washing the car is always a nice way for them to earn the money back.
