paypower visa prepaid visa this card is holding money that was sent back to me 4 ,5 days extra, why ,i didnt buy the merchandise los angeles, California

 paypower visa is holding my money for 5 to 10 working days ,for a charge that was not completed, i was informed by the company  that i was not charged  because they didnt have the item, so  i looked at my visa and the money has been deducted , why there was never a transaction how can they hold the money ,for something that was never purchased , i spoke with them and , they basically stated that they can hold  the money for how ever long they deem , that i should read the user agreement, i never saw that in the user agreement is this legal, paypower visa i dont think this is legal, what if i never get the money back,  whos watching these companies ,that worse that a loan shark, at least you know with a loan shark , you have to pay a vig , but  paypower visa just steals it , and you have no one to  report it to,plus they have all you personal information,if they your money what are they doing with the personal info ,that they collect on you
