PB Sealcoating LLC Spencer Pummell Paid Big for NO WORK St. Joseph Missouri

We took several bids for roof overlay, soffit work, and needed an outbuilding. Spencer Pummell promised to do all the work in writing for 5400 dollars stating that he would be using leftover materials from previous jobs. We were very happy with that, so we paid him with a check for half the bid up front -- 2700 dollars on March 11. It took several days for the check to clear, so we waited. Meanwhile, Spencer contacted us with a story that his vehicle had been shot at on 71 Highway near Kansas City and the FBI was involved; in addition, his trailer had capsized destorying all materials inside and we would have to wait until insurance paid out before he could begin the work. He finally showed up several days later in a different van with a different company name on it with a small crew and a few roofing shingles. Spencer dropped off the crew and left.

The apparent foreman of the job immediately told us that Spencer had totally underbid the job and that he needed more money now to buy materials. I said no. We had already priced out materials for our roof and estimated they shouldn't cost more than a thousand dollars so he had plenty of our money to purchase supplies. The two young men working on the roof did one fourth of our very small house and -- mind you they had showed up around 3:00 pm -- knocked off around 5:00 when Spencer came back with the van to take them back to St. Joseph for the evening. They said they would be back next morning, but they never showed up. Many text messages and phone calls have gone back and forth, and even today, Spencer promised he would have the roof finished today -- It was well above 70 and clear so weather has not been an issue.

On the one day they came to work, after being told the story about materials lost in an accident, we told the foreman, David, that we were willing to forego the building as we understood that the price was much too low if he had to buy materials for it and Spencer threatened us with a breach of contract! Since then, Spencer also has told us, not about materials lost in an accident but that his foreman David had lied to him about the materials being in a warehouse but they were not. I'm not sure how many different stories we've gotten, but they are all different and conflict. At first I thought he was just totally unprofessional, but frankly I now believe he's a scam artist. We are out our money and still need our roof done. Spencer Pummell has advertised in our area -- please take it from us and do not hire this guy.  Also, I did some research and there were no reports of any vehicles shot on the highway any time recently.
