I used a company called Highstream.net for my ISP. In August they discoutinued service and sold their customer to PeoplePC. I had an email only account. PeoplePC did not offer this service.

I asked Highstream to discontinue my account and to not send my information to PeoplePC. They did any way and People PC has billed me once @ $3, and once at $9.95.

PeoplePC refuses to refund my money. I have reported it to the credit card company. Both the charges appeared on the same credit card bill.

I have talked to ignorant East Indians which comprise their customer service. I have talked to new account representatives. I have talked to the department that is supposed to discontinue service. I have talked to the department that handles escalations. I was hung up on by the rag head in India. And the escalation guy. They have refused to call me back with a resolution.

I called the corporate office today. All I got was an operator that would only email a "corporate resolution" group and give them my information. I could not get any further than that.

I have protested the charges with my credit card company, but they said that essentially, there was not really a way of stopping them from continuing to bill my card. This is crazy. I cannot stop them from continuing to bill me even though I have never given them my credit card information of signed up for their services.

I checked Earthlink because they now own the Hignstream.net domain name and when you try to go to the highstream.net web site, you get PeoplePC garbage.

As a former PeoplePC employee I would advise that you send an email to 2HQ@Peoplepchq.com. Explain your situation and be as concise as possible and you will receive your refund. That email goes to the executive relations group in Atlanta. The reason why the reception could only send and email is because the San Francisco office is closing and the Executive Relations group there has been disbanded.
