Pep-boys Buy one, get 4th tire free, never sent checks. Metairie Louisiana

Bought a full set of 4 tires in november. Filled out all the paperwork and sent in immediately. Website confirms reciept and approval of my rebate and says check was mailed. I waited a few weeks, then called to inquire. They casually check to make sure my address and information was correct (it was) and cancel the old check and issue a new one. They tell me to expect it to be mailed in 2-4 weeks. I wait patiently, check the website, and my second check is mailed feb 9th. I wait, and wait, and finally call them again. Again, they are very casual, as if they are used to these complaints, and even expect it. They repeat the process of checking my information and re-issuing the check. So now I wait on my third check, but by this time, I'm beginning to think it's a scam, and will be making more reports to the better business bureau and local agencies, and contacting a lawyer next month if this check does not arrive. I'm sure it will cost me far more than the $120 check I'm waiting on, but now I really want to get their attention, and hope to discourage them from continuing to rip people off.
