No you didn't. You recently sent money to a scammer who showed you a picture of a puppy that was snagged from somewhere on the Internet. Did you pay through Western Union or Moneygram transfer?
"Once the puppy had been shipped, we we both contacted for an additional $1800 fee to cover some kind of insurance for the dog to be delivered to Atlanta, GA."
Nope. The puppy was not shipped (since it didn't exist). YOU were contacted by the scammer, or the scammer's accomplice, in order to attempt to extract more money from you. Don't worry, the $1800 price will come down until they get to a number which you're willing to pay. The fake puppy seller will probably offer to pay 1/2 of the fictitious fee.
" The dog is now is the custody of Pet Control Police Department somewhere in Nebraska."
Seriously. Does the "Pet Control Police Department" sound like a legitimate agency to you? Did you even bother to check it out using a search engine?

First off this is not even a real company it's all part of the scam. Second there is no puppy it never existed. Any money you spent on this fake puppy is gone forever.
