Polk Proces Service Refusal to pay for services rendered Bartow, Florida

On 8/8/12 I received civil process from Polk Process Service to deliver them to a resident located in MS. The papers were served the same day. To date, I have sent multiple invoices by fax, email and made calls. I was told last year that payment would be made at the first of the new year. Today, I called and again received a statement that payment would be made but more time is needed. The balance for my service is $65.
