    I was contacted be a lady from Portfolo Recovery after I'd seen the phone number call a number of times early in the morning.  She stated that she was attempting to recover a $200 debt I owed to VA Power company.  I thought it was a joke.  
  

    I had payed the bill two months late back in May or June of 2004!!!!  It's now Feb 28, 2012!!!!  The power company has had my cell # this whole time and I've had the same cell number since 2001.  I run my credit report almost every month and I've never seen it on there.  If I had not payed the power company I would think that they would have hit my credit.  Now almost 8 years latrer these people are calling me to collect on some thing I already payed back in 2004.
   

    I was told to write a letter to them and they will do an investigation in to the matter.  This sounds very suspicious to me.  I'm not sure if I should even write them.  I do not want to give them my address.  She also asked if I wanted to be removed from the auto call list that calls before 8 am.  I said yes and she said she'd need me to give them promission to remove me from the list. ????  This sounded strange to me.

The debt is past the statute of limitations for collection.   Additionally since it is over 7 years old it cannot affect your credit report.   Write a letter to this bottom feeder to get them to stop calling and harrassing you.  Send it certified and keep the receipt.   Following is what you need to put in the letter.  Do not sign it (they could try to copy your signature) just type your signature.

To Whom It May Concern:

This letter is response to your phone call on/letter dated __________, concerning the above referenced account number.

I have checked with my state Attorney General and confirmed that the statute of limitations on this type of debt has expired.  If you choose to pursue this matter in court, I will will be able to show proof that the statute of limitations has expired and you will lose.  

Let this letter serve as notification that I do not wish to be contacted about this debt any further except to be notified that future collection efforts are terminated. Any further communication by any means regarding this debt will be taken as a violation of the Fair Debt Collection Practices Act and will result in my filing a lawsuit against your firm, a complaint lodged with the Attorney General of both my State and the State in which you operate, and a formal complaint lodged with the FTC.
