I have experienced the same fraudelent attempts on the part of Porfolio Recovery Services, Norfolk VA, to collect a non-existaning debt. First I was contacted by someone on the phone that knew all of my personal information - name, DOB, social security number. They told me that I had oustanding "medical payments" due, so I told them to mail me the backup on the amount due.
All I received was a collection notice with no backup, and an offer to 'settle' the account for a reduced amount. I have perfect credit (I monitor with equifax), and have no outstanding medical bills.
I have strong reason to believe that they are illegally fabricating debts for purpose of collection and then offering "settlements." Why doesn't the state of Virginia department of commerce shut them down? This is clearly fraud and I'm wondering why there isn't a class action law suit against them by now.

Just send them a cease communications letter via registered mail with return receipt
This is just one of those bottom feeder collection agencies trying to make money off a discharged debt
