Powerleveling-wow.com powerleveling-wow.com will not give me my complete product or a refund! Internet

I ordered 10k gold from powerleveling-wow.com and after two weeks of waiting for my gold I wrote them an email asking when I would recieve my order. The customer service rep wrote me back saying:

"i know your feelings ,but i think i should explained to you , because of the expansion of wow ,lots of the account for farming the gold are banned ,
and the price of the gold is higher than before , and i think as a professional lvler , you should know that our price really lower than the others website,right ? because the price we cant give you 10000g, we can
just give u 6000g ,i know that it isnt your fault , both of us dont want that to happen ,but hope you can understand us"

Then I wrote back to her and said:

"I paid over $180 for my gold, 10,000 gold! You can't change the price of the gold after I already bought it! I would like a refund now!"

Then she replied

"im so sorry sir. you know we have already spent people and time to prepare gold for you. so we cant refund you,i hope you can understand and accept 6000g. you know the price still low.thank you for your cooperation."

So basically I ordered my gold and after waiting for two weeks they changed the price and told me that I would get less gold thaen I already paid for and when I asked for a refund they refused.
