I wouldn't recommend anyone to rent or do a lease to purchase.  I gave the company 5600 dollars in May 2010.  At first she asked for two months rent up front due to my credit and after reviewing my bank states she wanted five months deposit.  We signed a purchase to lease agreement and the move in date was 21th of May. We couldn't move in because the inspection on the property hadn't been approved for move in.  When we moved in the house on 15108 Evers the basement was molded so bad after speaking with the neighbors they had a flood and she never replaced anything. 

We remodeled the basement due to the molding in the wall and Felicia Dawkins/Premeir Investors agreed to take the amount off of the purchase price.  After, living in the house for two and half years.  I found that she don't fix anything unless you call the Village on her.  I had to get the A/C repaired myself and after she spoke with the company and approve the work to be completed.  She then turn around and said she wasn't going to pay anything.  She started requesting they bond and license.  She is TROUBLE. 

The repairs in the house was fixed by me and only a few times she paid for them because I took it out of the rent.  Then she stated I couldn't take the repairs out of the rent money.  After the lease to purchase had expired I lost 5600 plus about 12k for the remolding of the basement.  I stop paying her and we went to court.  I lost the case.  She has an attorney that she uses all the time and she knows the law because she is out to bet you.  Don't give her any money until you are sure that the property has pasted inspection. 

You can always check with the Village or the City.  If you do a Lease to Purchase get an attorney to look at it and go through before signing anything.  After remolding the basement it was a bad water leakage coming through the pipes and she don't repair anything so whoever buy the house will have to spend money on repairing the pipes.  I had someone to look at the pipes and they said it will be about 5-10K to repairs all the pipes.  This house has problems one after another. 

We have had to have someone come out ever year to get the heat and A/C started when the season change.  I would advise anyone before dealing with them that they have a lawyer to review every document and don't let them change anything without your attorney reviewing it.  Check they record of why people aren't paying them.  They had 11 house they lost in 2011.  Some people where living and the houses and they didn't tell them that they had lost them.  But the thing is they are still buying property up and ripping people off.
