Manager of shop took a credit card as guarantee that the prepaid cell phone would not be used abroad and failed to return the deposit immediately

 

Local Criminal charges to be lodged for fraud against the manager and staff at the the shop if money not credited back to the card used within the next 7 days. Hoping for arrests to be made as such conduct brings New York into disrepute .
