I canceled my insurance with them now years later they claim Iowe them for insurance they never provided

they even went so far as to send it to a collection agency and reported to credit breau. they can cancel me at any time but you cant cancel them?

Provide proof of insurance...

All you have to do is provide proof you had auto insurance during the time for which they are billing you or provide proof that you didn't own that car during that billing period.  I'm not sure what you would provide as proof for not owning a car, but I'm sure you could use a sales slip, title transfer or something of that nature.

If you had a car and where driving it with no insurance, then you owe Progressive what they say you owe.  Most, if not all, states have manditory auto insurance.  I'm not 100% certain, but I think Progressive is liable if you have been driving a car without insurance that you originally canceled from them and you have an accident.

I had a simular problem with Allstate many years ago.  They insisted I didn't have insurance for a 3 month period of time.  I just sent them the declaration page for that time period from Farmers.  I never heard another word from them.
