PT Telekomunikasi Indonesia Telkom Javascript and ads injection Bandung Nationwide

PT Telekomunikasi Indonesia is a state owned company who is practically in charge of all telecomunication system in Indonesia. It is also the largest internet provider. One of its internet services is Telkom Speedy which is an internet service through telephone cable. Telkom Speedy has almost 3 million subscribers with a target of 20 million subscribers on 2015. At least since early November 2013 to my knowldege, the company has been injecting javascript code and ads into web pages visited by its subscribers. The javascript code sends information to u-ad.info, an advertising website owned by the company. The ads are generally injected into popular websites such as google.com, youtube.com, detik.com, kaskus.co.id, etc. The ads are generally injected into the top of the page with a fixed position (thus always appear even if you scroll down). In some websites, depending on the design, the ads covers the top page which makes it impossible to click on, for example, menu. To my knowledge this is prohibited by the Indonesian internet law, Undang-Undang No.11 tahun 2008 Tentang Informasi dan Transaksi Elektronik (Law on Information and Electronic Transactions), specifically Chapter 25, 31 dan 32. Thus altering the original content of the website without permission.
