publishers billing exchange spoke to Cheryl re: price for 2yr subscription of Harpers Magazine. reno, Nevada

 We enjoy Harpers Magazine. We received a bill for a 2yr. subscription for $69.95. from Publishers Billing Exchange.  We were told the Harpers magazine was due to expire.  When I sent in the 1st half  payment of $34.98 I did not realize the company was bogus.  In the interium, I received an  invoice from Harpers, itself, for a 2yr subscription. It was offered at a price of $24.98. 

I called Publishers Billing Exchange and spoke to Cheryl.  I asked for either a refund or 1 yr of the subscription to be filled.  I was told, "no magazines would be sent unless I paid the remaining balance of $34.98.  I would receive a refund minus $20.00."    I replied I would report them to the attorney general and better business and was told to go ahead!
