Jorge Pulecio of Puppygalaxy.com is not a good seller. I put a reserve on "Cupid" a solid white English bulldog in August of 2008. I sent payment of $625 to reserve him. After I sent the money he would respond to my questions days later where as before he would respond the same day. I had many questions about shipping and the pups health and he had very good answers for all the questions, again until after i reserved him; which is when all the good answers began to sound like excuses. This went on for weeks until in late September he told me that Cupid had a hernia and started pushing other dogs off on me which I didnt want. he told me it would be months for Cupid to be healthy and ready to fly but he would let me have pick of the next litter. I understood and said I would wait for the new litter. I was on vacation in Florida in September and asked if we could see some pups since we were in the area. 5 days later he said sorry he didnt get to me in time but he might be able to meet me at the airport. My fince waited at the airport for 6 hours but he never called or emailed me. When I got back I told him that I wanted my money back since it had been nothing but trouble. He responded with, well heres an all white puppy Ill send you, when a day earlier he didnt have any availible. I said no I would like my money back and he agreed after numerous unanswered calls and emails. Finally he said he could refund the money because Paypal wouldnt let him, but he would try to find me another dog. Again after many many emails he said he could send me $325 now and send me $300 a week later. Well I got the $325 minus the paypal payment fees but never got the other $300. I called, emailed and told him that I was going to file a complaint. He kept saying 2 more days or the end of the week and I said ok Ill wait. He finally sent me an echeck for $300 that didnt clear! He is a scam, he still hasnt paid me, ive sent money requests and his echecks take a week then dont clear. DO NOT DO BUSINESS WITH HIM! I have heard of others getting taken for a lot more than I did but I want to warn people before they get scammed by him as I did.

The truth behind Jorge Pulecio and Puppy Galaxy

I recently read about some of the terrible experiences, including yours, that people have had with Mr. Jorge Pulecio and Puppygalaxy.com.

I have written this broadly based letter to address most of the complaints or issues related to business conducted with Mr. Jorge Pulecio and/or puppygalaxy. If you have specific questions or comments related to your experience that are not covered below, please feel free to send me an email me and I will answer them on an individual basis.

The following should clear up a few questions or at least shed some light:

1. For those of you that had to meet Jorge, or one of his associates in some parking lot instead of meeting him where he "bred" his dogs, the reason is because he had no breeding facility in south Florida. He bred and raised his dogs in Colombia. Then he shipped them to Florida where he had either his ex-girlfriend Luisa Pinilla in Pembroke Pines whom he was still friends with (go to the BBB listing for Puppy Galaxy at: http://www.bbb.org/south-east-florida/business-reviews/pet-store-retail/puppy-galaxy-in-pembroke-pines-fl-92006595 , the address listed was her place of residence at the time), his friend, or his mother Esneda, pick them up from the airport and bring them to the local vet (Paradise Animal Clinic at 3300 W. 84th Street in Hialeah just off of I75 was one vet he used). He or one of his associates would then either deliver the puppy to the customer in Florida or ship them again aboard another flight to the customer. In some cases, he did make the flight with the puppies, but only if he was coming to the states on vacation or to try to get more business.

After the puppies made the trip from Colombia, and then were brought to the local vet in south Florida (so the puppy's birth records make it appear that the puppy was born in the US and not in south America), the puppies would then make another trip via airline to their final destination within the states, assuming the customer was not in south Florida. Since these puppies were bred in Colombia and not in the US (and health regulations are nothing in Colombia like they are here in the US), they were also more prone to having health related problems, like for example, intestinal parasites such as Giardia and so on.

For those that can recall Jorge's website, he claimed that these were not bred for show or AKC registration. Of course not. Since AKC registration has special requirements, no one would be able to register their puppy with the AKC without discovering Jorge was breeding puppies in some puppy mill in Colombia, and not in the US.

For the couple that was to meet Jorge at the airport, I hope this clarifies why he asked to meet him at the airport. As for the people in Fort Myers, this too should answer why he would never allow you to look at the puppy before he delivered it to you in some parking lot. 2. In regards to the so-called independent letter from Mr. Barry Lee praising Jorge about what a great breeder he is (go to: http://www.complaintsboard.com/complaints/puppy-galaxy--jorge-pulecio-c128318.html ), Barry is his former step father. Enough said! So as for improving his (Jorge's) reputation, I think this makes it worse since it is one less positive comment, AND he is asking someone under the guise or rouse of an independent buyer to give him a positive comment. For me, this only makes Jorge look worse.

3. As for another letter that praised Jorge and the breeding facility that he supposedly had in Southwest Ranches Florida Please! This is another lie. Nice try Mike or whoever you are (the letter titled Experience with Puppy Galaxy dated November 27, 2008, probably written by Jorge or certainly one of his friends). He never bred puppies in SW Ranches, and, although I am no linguistics expert (one who can read a letter and really know who and what the writer is truly all about), the letter read like it was created by one of his Latin friends that has not quite mastered the English language. In this case, all I can say is that with 100% certainty, Jorge never bred dogs in Southwest Ranches so the letter was manufactured to help him.

In the end, Mr. Jorge Pulecio and his associates did people very wrong and even worse, exploited puppies to make money. I don't know if this is criminal, but it certainly is immoral and wrong. Since his website is no longer running, I can only wonder what other business (or should I say, con or scam) he is running now. If you believe that you should seek the authorities to determine what course of action should be taken, I encourage you to do so. Don't let Jorge Pulecio do more business and hurt anyone else.

Hello,

I just want to advice that Chris never received the puppy from me so there is no reason to discuss anything about a puppy in this forum. I did give him his money back the same way he paid me (via Paypal). I like to thank all the people that have posted positive remarks and have taken the time to defend me. I wish Chris would also take his time and simply write the the money was refunded and he promised before. Either way I trust that my reputation its well know for this not to affect in any way what I do. I still think this is a great site to fix the problems we have online, but its just too bad that sometimes the final outcome of the problem its sometimes not posted once the issue has been resolved. Great day!

Purchased a puppy from Puppygalaxy.com

Hello,

I also would like to state that I received a beautiful and healthy puppy from Puppy Galaxy and my experience could not have been better. We took our puppy yesterday to our vet and he was actually surprised of the great condition the puppy was in. I will recommend anytime this breeder to anyone and I will surely buy from them again. Chris, I wonder if your issue with the money was resolved? I also dont think it was very nice of you to accuse Jorge of running a puppy mill. I can guarantee you is not a puppy mill. He has great facilities and great looking dogs. Thank you puppy galaxy for giving us the best Christmas present ever!!!!

Just got a Puppy from Puppy Galaxy

I just wanted to let everyone know that puppy galaxy is neither a scam or ripoff. I completed my transaction with Jorge yesterday. I got the puppy that was promised to me on the website. I maintained excellent communication with Jorge throughout the entire process. I was very impressed with his honesty. The first dog we were supposed to get was the runt of the litter. When he took her to the vet she was not passed because of being too small. So I waited a couple more weeks to see if she improved. It turned out that she had a calcium deficiency in her bones. Jorge was very honest and upfront with me and would not sell me the dog for fear of developing additional problems. Because of this he offered me a puppy from the next litter and was going to honor the price of the first dog even though the new one I picked out was a couple hundred dollars more expensive. To make a long story short, I drove from orlando to meet Jorge and get the puppy yesterday. Everything was great, the people from puppy galaxy are very nice and I couldn't be happier with my little girl. I will recommend puppy galaxy to anyone who wants a great dog! I'm sorry if one person had a bad experience but I can assure you that they are great people and have good dogs.

Puppy Mill response

Ill admit that I have no proof that he operates a puppy mill, but I am not the first to suggest this. He may have a wonderful facility like you say, however he hasnt treated me well at all in this ordeal. Refuses to asswer my emails and gives only excuses. I told him literally dozens of times that i was going to file a complaint and he doesnt seem to care at all. I may be wrong that he runs a puppy mill and if i am Im sorry, but he puts out puppies seemingly every week or two which is normally a red flag. He also has bounced a check to me 3 times and has since this complaint was filed he has sent me a few small payments via paypal. He now only owes me $115. I plan to update this everytime I get new information or recieve more of my refund. I am just trying to help potential buyers by letting them know what he has done to me, I am in no way trying to ruin this mans business. If I wanted to do that I would just lie and say hes never given me any refund at all, but I am being as honest as possible and just seeking justice. But I just want buyers to know what they may or may not be getting into when dealing with this seller.

Experience with Puppy Galaxy

I am at the moment in the process of purchasing a bulldog puppy, and I came a cross Mr.Pulecio because I like to buy locally. I was doing some research online and came across this add. I read the topic that Chris from Ohio opened, where he was stating that puppy galaxy owed him a partial refund. I contacted Mr. Pulecio 2 days ago to see a puppy he has listed on puppyfind.com and asked him if I could see this puppy personally. He kindly agreed and we met yesterday at his house/kennels in Weston, FL. He owns a huge place with about 15 kennels and with someone taken care of these animals. He walked me around showing me his business and the way his dogs lived, I was surprised to see how they were all freely running a playing around in this ranch that should have a size of 3 acres. I then proceeded inside his house where he has a month old litter that was being whelped by the mother, there was a room of the house designed just for the new litters and it was equipped with everything the puppies and the mother needed to be comofortable and safe. Everything inside and out was well kept, maintained and clean, and I was very much satisfied. I will be adopting Tank, which will soon be listed on his website, I wanted to pay for Tank yesterday and take him home with me, but Jorge told me that I had to wait for the puppy to be 2 months of age and for his vet to authorize the pups to be released from his care.
I gave him a $500.00 deposit and then left.
Jorge was very kind and pleasant, and gave me all the assurances that I needed, He is also breeds as hobby and dosent make a living out of this, I noticed that by the way of life he lives and the amount of care and supplies that uses to care for the animals. If he makes money out of this, wont be in any way sufficient for the living expenses this animals require. I took my time to write all this because I believe it is unfair to accuse someone, in this case puppy galaxy and its owner of running a puppy mill. Chris, I would like to tell you that I am sorry if you had any problems with Jorge and its company, but you are being extremely dishonest by stating that this company its a puppy mill, if you have not even seen or visit the facilities as you state on your first part of the topic. I dont know if Jorge owes you money or not, but either way I do know for a fact today that you are a liar because of your puppy mill statements, and you are just basically trying to hurt this breeder's reputation. I understand if you are just trying to get whats yours, but no matter what; it is unfair to use lies to accomplish that. If this helps in any way. I can say that I have no complaints on Mr. pulecio's way of handling his business and he is definetively NOT running a puppy mill.

Dispute with Paypal

Since it had been over 45 days from the date I paid, Paypal wouldnt even research my problem , believe me I tried. Since I posted this he has sent me another $120 refund but still owes me $200+. I told him that I would be posting this and he seems to be trying to make the situation right. However Im not going to be satisfied until I am refunded in full as he said he would. I dont know if he intentionally waited until the 45 period was up, but it honestly did seem like that to me. He operates a so called "puppy mill" in that he sells new puppies every month. Ill admit that I shoudl have seen that when I researched him but I fell in love with Cupid and wanted to give him a good home.

I received a beautiful puppy from Jorge, his company provided me with everything I needed and I had no problems. On your situation why didnt you file a complaint with Paypal? they will refund you if the seller cant prove that the item paid for was not send to the buyer. Paypal its used so you are protected from this type of situation you are supposele having. Try contacting Paypal... you state above that you receive a partial refund, what is the breeder telling you about the rest?
