I predict that if an independent auditor from the Inspector General's office were to examine your databases, they would find either:

1. No IP addresses of those submitting requests for an insurance quote were recorded or,

2. One IP address is showing up consistently or,

3. Many of the IP addresses belong to proxy servers.

Can you prove that none of these are true? And, what would it take to get the IP addresses for quotes?

As for following the money, who gets a bonus, or whole paycheck revolves around collecting leads? I'd look into that person first before your business suffers a lawsuit from someone who's had enough.
