Qwest Century Link Change to Qwest for $29.95 But am being billed at $70.00 , Internet

I switched to Qwest from my local Cable company. I was quoted 29.95 for internet and Basic home phone service. I received my first bill and am being billed at $70.00 + taxes for the service. I have a screen shot and an email from qwest saying it would be $29.95 and they refuse to honor it and say the best they can do is $59.95 Why would I want to pay ether when I can get it from my local cable company for $40.00. What legal avenues do I have to make them honor their email?
