Rapid Plumbing Technician's equipment broke without completing work and still charged full amount Spring Valley California

Plumbing technician brought equipment to clear our drain. Within 10 min. his equipment broke. He said that he had to charge us because he tried. Charged us $195 and did not complete job. (Another company came out and cleared drain with working equipment in 30 min). When I called the manager of the company to complain, he was very nice and said he would give us a refund of the amount. That was 2 months ago and we still have not received a refund. I have called several times and get the same response. That the money will be credited to our account but no money has been credited. Today I called and the manager told me he would call me back in 10 min. and I have not heard from him for several hours. We have filed a report with our bank and with the Better Business Bureau.
