References-Etc www.e-dmv.org deceiving, misleading references-etc not sure Internet

I was misled by this company which bought a domain called www.e-dmv.org 
i am no expert, i see DMV when i google abstract driving report i click it and am positive this references-etc is a department of DMV 
i exchanged emails with the office manager Kayla, telling her the report is empty and i need the report for the Canadian DMV, she didn't say the report will not be accepted, or i will need a DMV official report instead and about the empty report she just replied if it is empty it simply means there is nothing to report. 
i went to the canadian DMV confident i had the right "report" to be told there "what is that? we can't use that!" it really looked like an amateur print from Excel. 
I told Kayla about the report not accepted and i was misled by their domain e-dmv.org she had a list of reason why she cannot help, refund. 

no one should go over what i did, i feel cheated and this company has no customer service. 

i hope that the law enforcement get on it and charge them with fraud.
