Will be filing with the IC3 partnership with the FBI and hoping they will do an extensive investigation of your entire establishment. 

Saw the ad on Craigslist for a metering position which was Reynolds metering service. A day later I received an email from a person by the name of Melissa.  In the email, Melissa forward me the location of the apartment property, dates to read the meters and payment amount. 

I was a little suspicious with the company because Reynolds is based in Indianapolis and they were recruiting in Hampton, Va. I was really suspicious when I emailed Melissa 6 times to call me directly but she would never call, only email me. Every time I would call the office to speak to Melissa I would only get a receptionist by the name of Misty. . [continued below]....

So I have my paperwork to write down the water meter reads but when I went to Springhouse Apts in Newport News, Va I noticed that a lot of the water meters were either broken or there were no apt numbers to indicate the meters. I called the office and explained the situation and they gave me a person by the name of Brian to speak with. Brian explained to me that he would give me the numbers to put down for the apts that didnt have an apartment numbers. I asked Brian how he knew of such information, but he got angry, and told me not worry about that. 

I finally turned in all the reads from the apt complex and I received an email stating thanks for submitting the reads for Springhouse Apts. well be sending a check within 4 weeks. 

Reynolds Metering never explained it would take 4 weeks to receive a check. Also, after 2 months I was never paid. I called the office several times and all i got was stupid, childish excuses. The receptionist Misty would tell so many lies and excuses ranging from the accountant quit, Brian is thinking of mailing checks this week, and Brain is in the hospital. 

April 26th 2012 I received an email from Melissa stating that Brian is not going to pay and if I file with the IC3, FBI and BBB then she would get an attorney. WARING: They are recruiting people out of state and in my situation not paying for work done and supplying false reads in which I will turn the reads into waterworks 

Come to realize theres a lot tenants  being billed falsely for their water at Springhouse Apts in Newport News, Va  and other states. Again, the mentality of this organization is very childlike and this company needs to be investigated fully.  Its not just the checks that I didnt receive but its the publics water meters written down falsely that Im really concerned with.

Your best best is to send a Certified Demand letter, with full documentation of the outstanding balance. Once they ignore that, and refuse to pay,  which they will because they scum,  contact your local Small Claims court,  find out the limit, and file a Small Claims for this amount.

Reynolds will either have to Travel to Welsh to defend his case, or you will get a default judgement.

Now the chances of Collecting on that are small,  however you can place it on their credit report,  They just recently signed a Deal to Read the town of Southaven Mississippi (sucks to be them) that is a HUGE municipal contract.  Having Judgements against them can jeopardized those types of contracts which will be your best bet at getting paid.

Optionally you can file a complaint with the BBB.  I would do so with the INDIANAPOLIS BBB not your local BBB.  If you want to attempt the BBB do so BEFORE the small claims, and after the demand letter

No need to file in Indiana Court

Unless you have a contract or other agreement with Reynolds Requiring you to file a civil claim in Indiana Court would should be able to file in the county/city where you live or performed work. 

There is no reason to make things easy for Reynolds and hard on your self

Further,  unless Reynolds owes you Thousands of dollars.  (in my local area over $6,000) then you are able to small in Small Claims court.   The maximum limit varies by state and county so you will have the ask your local small claims court what their limit is. 

Small Claims court is a informal court designed to allow the average person to obtain legal relief in just these kinds of situations with out having to have the assistance of a lawyer, or incur the massive legal fees.

I would HIGHLY recommend that if Reynolds owes you money for unpaid labor,  you file a Small Claims court complaint in your local area. 

Also there have been 3 or 4 complaints in this single report,  I would recommend to the people posting here, and to anyone else that has been cheated by Reynolds reading this to post a NEW ripoff report telling your story....

"Federal RICO"....  AKA Brian and/or Melissa Reynolds:

1. There is zero chance of you or anyone else shutting down Rippoff Report,  a site that has fought for its users for many years and continues to do so,  Ripoff Report is perfectly legal and has been ruled so many times in court. It is a necessary function because litigious people like yourself that want to hide behind the legal system and prevent people from speaking out.  Even if you could get past the 1st amendment, which you cant,  there is still no possible way 1000's of unconnected users can be a RICO case....  That is pure fantasy that even a first year law student should understand. The BBB hides complaints and normally sides with Business, that is why you want people to go to them.  I feel all complaints should be out in the open,  you can tell your side, they tell their side, and the public (not the BBB) can judge who is right.

As of right now you make a baseless claim that one of the 4 people posting to this page is trying to extort money, but you do nothing to defend yourself or your business practices,  why?  because you know everything posted here has been factually accurate.

2. It is a FACT,  undeniable FACT, that you have refused to pay people for their labor,  You also claim to provide "actual" readings you know first hand were estimated because you (or your wife) personally directed your employees to estimate the readings or you (or your wife) did so yourselves these are PROVABLE FACTS,  proof I can provide to the clients that believe they have been given actual readings if you would like......

3. The 4 people that finally had enough of watching you refuse to pay honest hard working people for their labor should not be persecuted, they should be held up as heroes,  I personally know of many other people that you have refused to pay, and I am hoping they will post their stories here soon,  it is time for the truth to come out.

4. Given the Rules on Independent Contractors vs Employees,  I feel  100% of your "contractors" should be ruled as Employees.  You have violated many provisions that allow someone to be IC's.  None of your readers are "Independent"  you set the work days/time,  you set the pay rate (and then not pay them), you provide (or claim to, but cant really afford to) uniforms and ID Badges that hold them to be Reynolds Metering Personnel,  These things and a few others mean that an honest reading of the federal statute covering employment status makes them an employee, which also means you would be in violation of Federal Law and the laws every state you have a reader in.

Just because you call them "independent contractors" does not make them that,  IC is a legal employment status.  Ask your Attorney(if you still have one) I am sure my statements will be confirmed by him/her.

5. In Reply #6 you accuse Mark Copeland of trying to extort money from you, you then list 3 companies you claim he may have also tried to extort.  Care to share what evidence you have? It is clear you have not been contacted by nor do I suspect you attempted to contact any of the 3 companies listed?  I suspect your merely listing Mark's previous employers.  I will be contacting the 3 companies listed (if they even exist) to get their story and to also inform them you are using their name,  I am sure they will love you for that.  

None of these companies seem to be listed in Ripoff Report so I fail to see any evidence to support your accusation.

6. Since 2 of the people posting here are in the same state, and region of that state I think Mark Copeland and Brian O'Neill should compare Termination Dates and Hire Dates,  I bet one replaced the other,  it is very common for Reynolds to use a reader until they refuse to do any more work until being paid, they will them make up an excuse for why they cant pay them and hire someone else.  I bet that is what happened here.  It seems to be about a 2-3 month cycle on average.

To HB - Edmonds,

I would ask your predecessor how he feels about Reynolds, and if he was paid.  I have a feeling he would have a much different opinion.  Some readers they pay on time, some they do not pay at all, some they pay every few months,  it really comes down to how important your sites are, which client your servicing for them, and how hard it is for them to replace you.  Just because your experience has been good over all,  that is not the norm, that is the exception.  Based on Search Engine Analysis of Ads placed on Criags List and Ebay Classifieds  (Reynolds Main Sources of labor) I have estimated that the Average Reader last 2-3 Months, and they have 3-4x as many terminated readers as they do currently employed readers. That is a HUGE turn over rate,  the number 1 reason stated by the many many readers I have contacted is "Failure to be paid" or "contestantly having to beg for months to get paid"  you should not have to call, email, and text the company multiple times to be paid for services rendered.  

It sounds like you have been paid with little hassle,  I truly hope that trend continues for you.  Some of us have not been as lucky.  I personally find it hard to believe and maybe your more accommodating and buy into the endless sad sad sad tales that Brian is famous for,  from employees quitting and "screwing him" to the endless hospitalizations and illness',  he is in a state of perpetual bad luck where bad things always happen to him, but he is never at fault.  

If you buy in to these stories, and give them unlimited time to pay you,  maybe that is "fair treatment" to you.  Most people want to be paid for work they complete as quickly as possible, for true employees that normally means just a couple of weeks after the work was completed,  for a contractor that is normally no more than 30 days after completion. 

I wonder if your 100% paid on all outstanding invoices for work completed no less than 30 days prior to today's date??  

Brian loves to use the term "net30",  net30 means that the invoice will be paid, with no late fees, by the 30th day from the date of issuance. Brian seems to think net30 means he does not have to write any checks or even think about paying the invoice until after 30 days have past,  this is a false understanding of the accounting term "net30"

As with any business you sometime have issues. I have read meters for the past year, as issues come up. They have tried to fix them as fast as they can. They do seem to be sincere in wanting to get things on track.

Further by providing bogus meter reader results to park owners and end users you are defrauding consumers of their hard earned money. Kindly refrain from your legal threats as if you had any money you would pay the people you owe rather than be the subject of investigations by the attorney generals office which will ensue shortly in several states.

Brian Reynolds number is 317-341-0448, call him, I am going to file a claim against him, he told I wasn't getting paid because I still had his equipment, so I sent it back, now I am not getting paid because he always flying or he is in some meeting.

He had the nerve to call me a jackass and tell me that he is doing me a favor by talking to me over the phone claiming he found me,  when in return I just want my check for completed work. He talks tough over the phone only because I will never see him in person.

Its been since January since i got paid anything, I got one check for 60.00, after that nothing, and I only got it because I told them I didn't have no gas to get to the property, so they sent a check over night.

It was suppose to be a 30 day pay period with them, but every month it was an excuse. They lost personnel, there behind on checks, blame it on Cindy, talk to Misty, now its Sarah at the front desk. I just called her and asked can I speak to someone in H.R. and she said its no one there.

So I asked her was she the only one in the building and she kept referring back to Brian, contact Brian he's over the payments of checks, but according to Brian, he is telling me that he has to get in contact with the company to see if they issued the check via email.

In turn, to try to make me feel guilty, and act as if he is doing me a favor. How can sit there and act like your helping me out, when i just want whats do to me. I have text messages saved from this guy.

I've not only read meters, I done service work with this guy over the phone, and his excuse is he has so many employees, i got lost in the shuffle. I am trying to be nice about this situation but this is not even my character.

But I appreciate what people wrote on these reports, I fully get the scam there pulling, and its crazy. They need to be stopped. I will post more about this company also.

I have a good deal of information about Reynolds Metering Services.  You are far from the first person they have refused to pay and will not be the last,  that is how they make money.  They charge such low prices to their end customers that unless they get free or near free labour there is no profit for them.

Here is some information you need to know. 

Reynolds Metering is owned and operated by Brian K Reynolds, and his wife Melissa Reynolds.   They only have 1 actual employee and that employee changes all the time.  All the actual work is done by people they find on either Craigs List or Ebay Classifieds,  I do not know how many they actually pay but I know I have personally talked to a large number of meter readers and most of them have complaints about either never getting paid or if they are paid it takes months to get payment.

The company is a very very very small company but they try to pretend they are big.  The reason you have a hard time getting a hold of either of them, is that the wife mainly works from home via email, this she why not take your call because she is not in the office, and the husband mainly deals with the clients,  he has to make sure they understand that all the problems are either his employees fault or your fault the contractor,  it is never his or his wife's fault,  everyone around them are the screw ups.  I am still shocked at the number of his clients that still fall for that BS.

They love to toss around legal threats,  Brian K Reynolds was sued (and I believe the case is still active) by his former employer.  I dont know all the details but I know the lawsuit included claims totalling over $300,000.  His defence attorney in that case has given him some bad legal advice and he now feels he can threaten anyone that says anything bad about him with a lawsuit,  that is why you do not see more Ripoff reports about this company.  Personally I dont think they have the money to actually follow through with the threat. 

Reynolds Metering Services primary customers are Ista North American http://www.ista-na.com/, and AMBS Billing Services http://www.amsbilling.com/  ...  Chances are the property you were reading was done on the behalf of one of them,  most likely Ista.  You may want to contact them to inform them of your story, or link them to this page

If you have not already done so I would definitely contact the property and express your concerns, at the end of the day that is ONLY people either RMS or their client will listen to,  they do not care about you the reader, nor do they care about the tenants that have to pay utility bills that are generated with bad information,  as long as the property pays the bill for your services and does not complain their client is happy. I would also supply the Property with a copy of your actual reading sheets,  Reynolds Metering has the ability and has been known to "adjust" readings to make them "look right" before reporting them to the property/billing company.  I am sure the property would be interested in comparing the reads you took with the reads that were reported by Reynolds.

You could also file a complaint with the Indianapolis better business bureau,  it is unlikly they will pay because of it but....

Depending on how much you are owed you should also look in to filing a Small Claims Court case in your LOCAL area,  since the work was done there, and your based their Reynolds would have to spend money to defend himself there,  which may get you payment for your services.  Small Claims cases are normally less than $100 to file and you do not need a lawyer.

Unfortunately I do not have any more advice on how to actually get paid for your work,  how ever much they owe you I can assure you they owe others a good deal more,  some in the $10,000+ range.   Good Luck.....
