R&M Performance Invoiced over $145,000 for truck restoration but never completed the project (now 11 months late). Cambridge Maryland

I have a written contract for 100% completion of truck restoration by 23 Sept 2016. I have paid agreed amounts. The trucks remains incomplete. 

R&M Performance has been working on the complete restoration of my 1975 Ford truck, which to date has exceeding $145,000 in work. On 1 August 2016, owner Russell Hutchins Jr committed in writing (email of 1 August 2016) to complete my truck restoration for a fixed price of $15,000, plus any direct costs for parts. This written agreement covered full completion of my truck to be "100% ready for me to drive away", including completion of all project scope items outlined in our written agreement. The 1 August 2016 agreement confirmed the $15,000 would be paid as $2,000 per week for seven weeks, followed by a final $1,000 payment in the eighth and final week, with completion 23 September 2016. I paid all invoices for labor and parts on time (within 5 days), as per our agreement, with the exception of the two final invoices in our agreement, given it was clear the week of 23 September 2016 that the truck was nowhere near completion that week. As of 30 June 2017, more than nine months following the agreed completion date, the truck remains incomplete, representing a clear breach of our written agreement from 1 August 2016. Across this nine month, I have received regular verbal updates that the truck restoration would be completed very soon, along with a litany of excuses on internal reasons for the delay from R&M Performance. At this point in the process, I have zero confidence the truck restoration will be completed.
