On May 8, 2013 I purchased a mobile home located in Rosewood Estates Mobile Home Park from Ronald James Moore for $14,000; $3,000 with a personal check and $11,000 with a cashier’s check. I took out a loan at 17% interest in order to do that.  I have a signed and notarized bill of sale stating that he was to deliver the title free and clear within two weeks. Mr. Moore kept putting me off whenever I asked about getting the title. I later found that he never had title to the property, never owned it, had no right to sell it and that there were delinquent taxes owed.

I talked to Pam Walker, manager of the property where the mobile home is located (Rosewood Estates in El Mirage) many times regarding the problem as she was handling the paperwork for the sale and title exchange. She told me that Mr. Moor had not been in to sign the documents and pay associated fees. Over the course of three months, I discovered that the papers to be signed and fees to be paid were not to get the title in my name, but to get the title in his (Mr. Moore’s) name. It is my belief that Mr. Moore had made arrangements with Pam Walker to pay for the mobile home and get the title after he did some major repairs and sold the unit. However, after selling it to me, not paying for it and making excuses to me for not giving me the title, he left town.  

This seems like a clear case of fraud on the part of Mr. Moore, as he knowingly sold property that he did not own, and on the part of the management for allowing the sale to go forward without informing me of the title situation.  

After three years of searching I located, but not contacted, him. I’m afraid if he knows I found him he might disappear again.

Last fall, I had to move out of the mobile home because I could no longer afford it, or anywhere else to live. If not for my daughter taking me in I would have been living on the streets. Recently, my brother moved to Arizona and we are sharing an apartment. I’m still paying for the loan I took out and with that plus my car payment, car insurance, gas, groceries, etc.  I’m barely getting by. 

I’m 69 years old and have several medical problems that prevent me from working and have to live on $870 a month in Social Security Retirement. I recently started getting a small ($200) monthly pension from the VA which barely keeps me afloat.

I have asked for help with this from every state and local agency I could think of to no avail. I have been unable to find an attorney who will take the case without a retainer, which I cannot afford.  Please, if there is anything you can do to help me get some kind of restitution for my loss I would be so grateful.
